COUNCIL MINUTES <br />DRAFT <br />2 <br />August 12, 2019 City Council Meeting Minutes Approved 45 <br /> 46 <br />FINANCE DEPARTMENT REPORT 47 <br />There was no report from the Administration Department. 48 <br /> 49 <br />ADMINISTRATION DEPARTMENT REPORT 50 <br />3A) Consider Appointment of Environmental Coordinator – Human Resources Manager 51 <br />Bartholomew reviewed the staff recommendation to approve the appointment of Thomas Hoffman to 52 <br />the position of Environmental Coordinator. She reviewed Mr. Hoffman’s qualifications and 53 <br />professional background. If approved Mr. Hoffman would start in the new position in mid-54 <br />September. 55 <br />Council Member Manthey moved to approve the appointment of Thomas Hoffman as recommended. 56 <br />Council Member Maher seconded the motion. Motion carried on a voice vote 57 <br /> 58 <br />PUBLIC SAFETY DEPARTMENT REPORT 59 <br />4A) Consider Authorization to sell Canine Justice to Officer Pete Noll – Public Safety Director 60 <br />Swenson reviewed his recommendation that the Police Department be authorized to sell retiring K9 61 <br />Justice to his handler, Officer Pete Noll. 62 <br />Council Member Maher moved to approve the sale of Canine Justice as recommended. Council 63 <br />Member Rafferty seconded the motion. Motion carried on a voice vote 64 <br /> 65 <br />PUBLIC SERVICES DEPARTMENT REPORT 66 <br />There was no report from the Public Services Department. 67 <br /> 68 <br />COMMUNITY DEVELOPMENT DEPARTMENT REPORT 69 <br /> 70 <br />6A) Consider Resolution No. 19-107, Accepting bids, Awarding a Construction Contract, 2019 71 <br />Water Tower No. 3 Project – City Engineer Hankee reported on the history of this new water tower 72 <br />project coming forward. Ms. Hankee reviewed elements of the project, alternates for the project, and 73 <br />the bid process/low bidder. The recommendation is to approve the base bid. She noted that Greg 74 <br />Johnson, WSB & Associates, was present to answer specific questions. Construction oversight 75 <br />services are also proposed. Completion is proposed for August 2021. 76 <br /> 77 <br />Mayor Reinert confirmed the amount of the engineer’s original estimate compared to the proposed 78 <br />cost. 79 <br /> 80 <br />At the Mayor’s request, Ms. Hankee explained how a water tower project is funded. Water towers 81 <br />serve the entire community so when new infrastructure is done by the City as part of development, 82 <br />trunk charges occur and they are used for trunk improvements in the water and sanitary systems. 83 <br /> 84
