COUNCIL MINUTES <br />DRAFT <br />3 <br />Council Member Stoesz asked if it would be appropriate to plan for a fence around the tower. Ms. 85 <br />Hankee said her understanding is that fences are installed where specifically needed, based on City 86 <br />direction. 87 <br /> 88 <br />Council Member Manthey asked if the ground work around the water tower (for future park 89 <br />development) will be done next year? Ms. Hankee said timing on that work is yet to be determined. 90 <br />Council Member Manthey moved to approve Resolution No. 19-107 as presented. Council Member 91 <br />Stoesz seconded the motion. Motion carried on a voice vote; Council Member Rafferty abstained. 92 <br />6B) Consider Resolution 19-106, Rejecting Bids and Authorizing Rebid for 2020 Construction, 93 <br />East Cedar Street & 24th Avenue/Elmcrest Avenue North Improvement Project – City Engineer 94 <br />Hankee noted that bids were received on this joint project planned with the City of Hugo. The bids 95 <br />received were substantially over the estimate. Staff proposes that the project be rebid next year and 96 <br />savings are anticipated. 97 <br />Mayor Reinert noted that the City remains committed to the project. Staff was directed to give appropriate 98 <br />notice to impacted residents. 99 <br />Council Member Maher moved to approve Resolution No. 19-106 as presented. Council Member 100 <br />Manthey seconded the motion. Motion carried on a voice vote. 101 <br />6C) Consider Resolution No. 19-108, Authorizing Update of Pavement Management Ratings – 102 <br />Community Development Director Grochala explained that it is normal procedure for the City to have 103 <br />an engineer look at twenty-five percent of the City’s streets each year to identify status and plan for 104 <br />necessary work. A contract for that work is proposed. 105 <br />The council discussed the importance of the pavement management program and the rising amount of 106 <br />funds that have been dedicated to improving City roadways. 107 <br />Council Member moved to approve Resolution No. 108 as presented. Council Member seconded the 108 <br />motion.
