8 <br /> <br />Public Safety Comments <br /> <br />The Fire Division reviewed the proposed building addition and parking lot expansion and did <br />not have any comments or concerns. <br /> <br />The Police Division reviewed the project and provided comments regarding security cameras, <br />access and exterior lighting. See attached comment letter. <br /> <br />Environmental Board <br /> <br />The Environmental Board reviewed the project on July 31, 2019. Their recommendations are <br />summarized in the attached Environmental Memo dated August 6, 2019. <br /> <br />Storm Water Maintenance Agreement <br /> <br />A joint Storm Water Maintenance Agreement is required between the adjacent property owners <br />because the pond is located on both parcels. A draft agreement has been drafted by the <br />applicant and is being reviewed by staff and RCWD. <br /> <br />Site Improvement Performance Agreement <br /> <br />A Site Improvement Performance Agreement has been drafted and shall be approved by the <br />City Council. <br /> <br />Planning and Zoning Board <br /> <br />The Planning & Zoning Board held a public hearing on August14, 2019. There were no public <br />comments. The Board recommended approval with a 6-0 vote with conditions detailed in <br />Resolution No. 19-110. <br /> <br />Findings of Fact <br /> <br />Council Resolution No. 19-110 details the Conditional Use Permit Findings of Fact. <br /> <br />RECOMMENDATION <br /> <br />Staff and Boards recommend approval of the conditional use permit amendment for veterinary <br />hospitals. <br /> <br />ATTACHMENTS <br /> <br />1.
