7 <br /> <br /> <br />The goals and policies of Housing Plan are not negatively impacted by the proposed addition to <br />the Otter Lake Animal Care Center. <br /> <br />Transportation Plan <br /> <br />Goals of the Transportation Plan are to ensure that street and roads are as safe as possible and <br />to reduce unnecessary traffic. CR 84 (Otter Lake Road) is a Major Collector Road and is <br />capable of handling the additional traffic volume proposed by the addition. <br /> <br />Sanitary Sewer and Water Supply Plan <br /> <br />A 21”’ sanitary sewer main and 16” watermain along Otter Lake Road provide public utilities <br />to the site. The sanitary sewer and water supply system have capacity for the addition. <br /> <br />Alternative Urban Areawide Review (AUAR) <br /> <br />The site is within the 2005 I-35E Corridor AUAR environmental review boundary. The AUAR <br />was updated in June 2015. The AUAR identified this site as industrial in all 3 land use <br />scenarios. The proposed addition to Otter Lake Animal Care Center is consistent with <br />industrial development. No further environmental assessment is required. <br /> <br />Wetlands <br /> <br />A Wetland Delineation Report was prepared by Jacobson Environmental PLLC dated <br />November 12, 2018. A WCA Notice of Decision for the wetland delineation was issued by <br />RCWD on May 6, 2019. The wetland delineation report noted 2 basins on site. Per RCWD, the <br />north basin (0.152 acres) was found to be incidental under WCA and is not a wetland. This <br />basin is used for stormwater management. The south basin (0.080 acres) is a wetland but there <br />are no proposed impacts. <br /> <br />The wetland is not in the Wetland Management Corridor; therefore no conservation easement <br />or buffer is required. A drainage and utility easement extending 10 feet from the delineated <br />boundary will be required over the portion of the wetland that is located on the subject site. <br /> <br />Shoreland District <br /> <br />The parcel is not located within the Shoreland District. <br /> <br />Floodplain <br /> <br />There are no floodplains located on site. <br /> <br />Anoka County Highway Department <br /> <br />Staff has distributed materials to Anoka County Highway Department and has not received any <br />comments yet. <br />
