COUNCIL MINUTES
DRAFT
3
residents of the request and that the council would consider the matter this evening. If the council 88
were to approve the use, staff has recommended several conditions be attached. 89
Ellen Testin, 8016 Danube Street – She finds the comments about noise to be ridiculous. In the 90
past she has voiced concern about noise from nearby development (gas station and liquor store) and 91
it fell on deaf ears. She finds Waldoch to be a good neighbor and she doesn’t anticipate problems 92
with their use of the street. She remains concerned about problems caused by the gas station/liquor 93
store in her neighborhood. 94
95
Mayor Reinert explained that the City can address concerns as they hear about them. If there are 96
issues pertaining to the gas station, perhaps there should be another meeting on that matter. 97
Steve Moser, 953 81st Street, said he has lived in Lino since 1978 and he lives right next to 98
Waldoch Farms. He has no problem with several weekends in the fall utilizing that exit. That little 99
bit of traffic shouldn’t create that much noise. He believes Waldoch Farms has managed the event 100
very well. 101
Council Member Manthey remarked that Mr. Moser’s comments are very important because his 102
property is located right at the spot. He asked Mr. Moser if he is aware of any neighbors that do 103
have concerns about the request. Mr. Moser said yes. Council Member Manthey asked about Mr. 104
Moser’s traffic expectations and he said although he can’t be certain of the numbers, he doesn’t 105
anticipate it would be a problem. 106
Dawn Bush, 8015 Elbe Street, said she has lived on Elbe for 42 years and she doesn’t see any 107
problem at all with the request to use the street. She lives off Main Street and she’s confident that 108
there will be proper direction by the Waldochs. She’s talked to neighbors and has not heard a lot of 109
opposition. 110
Doug Joyer, 8325 West Rondeau Lake Drive, Waldoch Farms (applicant) – explained that they 111
(Waldoch Farms) intend to have public safety staff assist on flashlight night. He also explained the 112
helpful signage they intend to use to direct people. He noted that construction on Interstate 35 is 113
impacting traffic on Lake Drive (increasing) so that makes it even more important to have this exit 114
alternative. 115
Council Member Manthey asked, what are the key issues that this would alieve? Mr. Joyer said 116
he’s learned from professionals that having an entrance and exit is the best. 117
Council Member Maher asked what the council or public has heard from neighbors who are 118
opposed. Council Member Manthey said traffic concerns, including the possibility of cars driving 119
onto private property. Mr. Joyer said they will be directing cars away from the property line. 120
A resident noted that this is an annual permit so it if doesn’t work well, it shouldn’t be considered in 121
the future. 122
123
Mayor Reinert said that public safety personnel from the City may be involved in traffic 124
management. 125
