The fourth item is the “Infiltration Basin.” The plan calls for a number of plants to be installed,
perhaps 80. Of that total, about 50 were planted. The contractor, Central Landscaping, refused
to plant on the slopes, saying it made no sense. The plan also calls for the whole area to be
covered with mulch. Central Landscaping put wood chips on the flat area but not on the slopes,
stating that it would just fall to the bottom anyway.

The bid from Dreamscapes states they will do the work. However, it states that it will be seeded.
I am waiting for a re-bid for mulch instead of seed. Landbridge is also bidding that area but can
not attend to it until next week.

Costs: Based on the other bids I would expect that perhaps 50 more plants, at $32 installed by
Landbridge, ($1,600) and surface work ($1,500) would total $3,100.

The infiltration basin is owned by the homeowner's association. It was deeded to the association
in 2017, as part of the closing on the purchase and sale of the project. The Developer's
Agreement states:

19. Special Provisions
a. ….

b. The Enid Island Homeowner Association shall be responsible for the ownership, maintenance
and landscaping of Outlot C. (The infiltration basin.)

To us this means that the homeowner's association is responsible for the landscaping of the
infiltration basin. We will do it as a concession.

The fifth item is for Engineering, Inspection, And Legal. There is no reason to have an
engineer involved. All the remaining work is landscaping. There is no remaining engineering
work.

Totals:

Open Space Planting: $17,456 (Trees and shrubs)
Open Space Restoration $15,000
Driveway Repair No bid
Filtration Basin $ 3,100.00
Other costs

Attached you will find the bids from each of the contractors. I would have the trees and shrubs
installed right away. You have the funds so you will have to disburse for these items.

If you have other bids please forward them to me. If you have a better deal then I want to take
that deal. When this is all done it will come under Rick DeGardner's department. We may want
to get his opinion prior to doing any work.
