CITY COUNCIL <br />AGENDA ITEM 5A <br />STAFF ORIGINATOR: Rick DeGardner, Public Services Director <br />MEETING DATE: September 23, 2019 <br />TOPIC: Consider Resolution No. 19-119, Approving Contract With Electro <br />Watchman, Inc. <br />VOTE REQUIRED: 3/5 <br />INTRODUCTION <br />The Council is being asked to consider Resolution No. 19-119, which approves the contract with <br />Electro Watchman, Inc., to replace the existing access control systems at the Civic Complex, Fire <br />Station #1, and Fire Station #2. <br />BACKGROUND <br />We have been experiencing significant issues at various locations over the past twelve months. Staff <br />has continually worked with the current vendor to attempt to resolve these issues. Staff and the existing <br />vendor have come to the conclusion that any further modifications will not eliminate some of the <br />issues we continue to experience. <br />Staff is recommending entering into a contract with Electro Watchman, Inc. to replace the existing <br />access control equipment with Lenel/S2 hardware and administration software at all three locations. To <br />reduce installation and on -going costs, the access system will be connected to the existing Roseville <br />database server. Other cities utilizing the Lenel/S2 system within the Metro-Inet consortium include <br />Roseville, Hugo, Forest Lake, St. Anthony, and Little Canada. <br />The total project cost is $29,958.97. This includes replacing the outdoor card reader pedestal for the <br />Police Department ($1,020.44) and upgrading one card reader at each fire station with a card <br />reader/keypad ($1,000.38). Staff is recommending funding from the General Operating - Government <br />Buildings Fund. <br />RECOMMENDATION <br />Staff recommends approval of Resolution No. 19-119. <br />ATTACHMENTS <br />Resolution No. 19-119 <br />Electro Watchman, Inc.
