MS4 Permit - Schedule of Permit Compliance - Permit Term: August 1, 2013 to July 31, 2018 <br />City of Lino Lakes <br />Prepared by: Jeff Peters, WSB & Associates, Inc. <br />Permit Percent <br />ItemActivitySubmittal Date <br />ReferenceComplete <br />ApplicationSubmit application for reauthorization012/29/2013 <br />Complete revisions to the existing SWPPP to include activities, schedules, and timeframes for meeting the new <br />SWPPP012/29/2013 <br />permit requirements. This shall identify the reponsible party for completing various SWPPP activities. <br />Organization ChartDevelop an organizational chart to identify what departments are responsible for specific BMP activities.07/29/2014 <br />Enforcement Response Procedures <br />Develop (ERPs) to compel compliance with illicit discharge detection and <br />ERPselimination, construction site erosion and sediment control, and post construction stormwater management 07/29/2014 <br />requirements. <br />Update the stormwater system map to include all pipes greater than 12 inches in diameter, outfalls, structural <br />Mapping and <br />stormwater BMPs, receiving waters (lakes and wetlands), and ponds. The pond mapping shall be completed 07/29/2014 <br />Inventory <br />using a form provided by the MPCA. <br />General <br />Identify all approved Total Maximum Daily Loads (TMDLs) within your MS4 community and identify all <br />activities that will be completed to achieve compliance with the TMDL Waste Load Allocation (WLA) <br />Annually - June 30th <br />TMDLsreduction requirements. This will include identifying progress towards meeting the TMDL goals, BMPs either 0 <br />of each year <br />implemented or planned to be implemented, an estimate of cumulative load reductions, and a narrative <br />describing what strategies will be taken if the WLA is not being achieved by the desired date. <br />Annually - June 30th <br />Annual ReportSubmit an annual report each year to describe the status of compliance with permit terms and conditions.On-going <br />of each year <br />Develop a mechanism to track activities being completed by the MS4. This will include educational activities, <br />Record Keepingcomplaints, plan reviews, inspections of active construction sites, inspections of the storm sewer system, a 07/29/2014 <br />facilities inventory along with BMPs implemented and quarterly inspections, and training. <br />Focus on a high priority stormwater related issues to be emphasized for education and outreach during the <br />MCM 1Prioritize Educationpermit term. These may come in the form of checklists and standardized inspections forms/letters. <br />07/29/2014 <br />Public Input <br />Develop written procedures for receiving public input on active construction sites. <br /> Develop and implement a Post-Construction Management Program where an MS4 must meet the following <br />criteria: <br />07/29/2014 <br />Ordinances <br /> a. New development no net increase in volume, TSS, TP from pre-project conditions. <br /> b. Redevelopment net reduction of volume, TSS, and TP from pre-project conditions. <br />MCM 5 <br />Develop post construction regulatory mechanisms to allow the MS4s to conduct inspections, perform <br />Long-term <br />07/29/2014 <br />maintenance, and assess costs to maintain structural stormwater BMPs constructed after the effective date of this <br />Maintenance <br />permit. <br />Complete an inventory of facilities owned and operated by each MS4 that contribute pollutants to stormwater. <br />07/29/2014 <br />Facilities InventoryThis inventory shall include a map and a spreadsheet of all material being stored along with BMPs designed to <br />prevent discharges of pollutants in stormwater. <br />Complete inspections as follows: <br /> a. Structural Stormwater BMPs - annually <br />On-goingAnnually <br />Inspections b. Outfalls - once per permit term or as necessary to fullfull illicit discharge detecion requirements <br /> c. Ponds - once per permit term <br />MCM 6 <br /> d. Stockpiles and Material Handling Areas at MS4 Facilities - quarterly <br />Pond Assessment Develop procedures and for evaluating the TSS and TP treatment effectiveness of MS4 owned/operated ponds. <br />07/29/2014 <br />ProceduresThis shall include a shedule for when this actvity will be completed. <br />Develop and implement a stormwater management training program to commensurate with employee's job <br />0Annually <br />Training <br />duties. <br /> <br />
