<br />WS – Item #3 <br /> <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 3 <br /> <br />Date: December 2, 2019 <br /> <br />To: City Council <br /> <br />From: Diane Hankee PE, City Engineer <br /> <br />Re: Pavement Management Update and 2020 Mill and Overlay Project <br /> <br />Background <br /> <br />The City’s Pavement Management Program evaluates the condition of the roadways and provides <br />recommended maintenance. The Program involves rating of one-fourth of the City roadway system <br />mileage per year, and using pavement management software to project the condition of the <br />remainder of the roadways. This information along with traffic volumes, maintenance data, and <br />geotechnical information is used for the City’s Roadway Capital Improvement Planning (CIP). The <br />City’s 2019 Overall Condition Index Map is enclosed. <br /> <br /> OCI Rating Miles of Road Percent of System <br /> <br />Adequate 70-100 64 miles 66.5% <br />Marginal 40-69 20 miles 19.8% <br />Problem 0-39 15 miles 13.7% <br /> <br />The City’s roadway system Weighted Average OCI is 71.04. The City has added new roadways in <br />the recent years helping keep the average. It should be noted that the Pavement Management Report <br />identified the need to focus on the Marginal roadways so that they wouldn’t fall into the more <br />expensive Problem category. In addition, WSB has provided a memo for pavement reactive <br />maintenance techniques that provides information on short term solutions for roadways that need <br />reconstruction and cannot be funded at this time. <br /> <br />For roadways that are in the Problem category, staff is recommending a 1 to 1 ½-inch “thin” overlay <br />until the City is able to fund a full reconstruct. The thin overlay’s have been incorporated into the <br />City’s Capital Improvement Plan for Mill and Overlays. Enclosed is the updated 5-Year Mill and <br />Overlay Capital Improvement Plan. In coordination the 5-Year Street Reconstruction Plan has been <br />updated. For the Reconstruction Plan, year 2021 has been modified from the previous plan. The <br />Joyer Ln, Karth Rd, and Gaage Ln area has be included with 4th St (Main St to the north) in the <br />2021 project. The Diane St, 81st St, Danube St, and Elbe St area has be included in the 2024 project. <br />This update is a result of the condition rating, and project maintenance costs. <br /> <br />The Mill and Overlay Capital Improvement Plan includes the updated condition ratings, the addition <br />of thin overlays, and consideration of the Anoka County 2021 Birch St Improvements Project <br />construction schedule.
