CITY COUNCIL <br />AGENDA ITEM 3B <br />STAFF ORIGINATOR: Jeff Karlson, City Administrator <br />MEETING DATE: November 12, 2019 <br />TOPIC: Council Vacancy and Special Election <br />VOTE REQUIRED: 3/5 <br />INTRODUCTION <br />The City Council is being asked to approve Resolution No. 19-151, Declaring a City Council <br />Vacancy and Calling for a Special Election to be Held on February 11, 2020. <br />BACKGROUND <br />Following the results of the November 2019 municipal election, in which Councilmember <br />Rafferty received the most votes for the office of mayor, Mr. Rafferty is expected to submit a <br />letter of resignation as councilmember on Friday, November 8, which would be effective <br />December 31, 2019. <br />Minnesota Statute 351.055 provides that if a future vacancy is certain to occur, the City <br />Council may begin procedures for a special election so that a successor may be elected at the <br />earliest possible time. Preparations for the special election may begin immediately after the <br />written resignation is received by the official. Staff received confirmation from the Anoka <br />County Elections Manager that the City would meet the timelines for a special election on <br />February 11, 2020, if the Council approves a resolution at its November 12 meeting. <br />Following is the projected time ine for the special election: <br />Resignation received <br />Expected November 8 <br />Public notice of candidate filing <br />two weeks in advance <br />In official paper 14 days prior to <br />start of filing <br />Tuesday, November 19, 2019 <br />Candidate filing begins <br />70 days prior to election <br />Tuesday, December 3, 2019 <br />Candidate filing ends <br />56 days prior to election <br />Tuesday, December 17, 2019 <br />Withdrawal ends <br />2 days after close of filing <br />Thursday, December 19, 2019 <br />Absentee balloting begins <br />46 days prior to election <br />Friday, December 27, 2019 <br />Election Day <br />Tuesday, February 11, 2020 <br />RECOMMENDATION <br />Staff recommends approval of Resolution No. 19-151, declaring a Council vacancy and calling <br />for a special election. <br />ATTACHMENTS <br />Resolution No. 19-151 <br />
