CITY COUNCIL AGENDA ITEM 3B STAFF ORIGINATOR: Jeff Karlson, City Administrator MEETING DATE: November 12, 2019 TOPIC: Council Vacancy and Special Election VOTE REQUIRED: 3/5 INTRODUCTION The City Council is being asked to approve Resolution No. 19-151, Declaring a City Council Vacancy and Calling for a Special Election to be Held on February 11, 2020. BACKGROUND Following the results of the November 2019 municipal election, in which Councilmember Rafferty received the most votes for the office of mayor, Mr. Rafferty is expected to submit a letter of resignation as councilmember on Friday, November 8, which would be effective December 31, 2019. Minnesota Statute 351.055 provides that if a future vacancy is certain to occur, the City Council may begin procedures for a special election so that a successor may be elected at the earliest possible time. Preparations for the special election may begin immediately after the written resignation is received by the official. Staff received confirmation from the Anoka County Elections Manager that the City would meet the timelines for a special election on February 11, 2020, if the Council approves a resolution at its November 12 meeting. Following is the projected time ine for the special election: Resignation received Expected November 8 Public notice of candidate filing two weeks in advance In official paper 14 days prior to start of filing Tuesday, November 19, 2019 Candidate filing begins 70 days prior to election Tuesday, December 3, 2019 Candidate filing ends 56 days prior to election Tuesday, December 17, 2019 Withdrawal ends 2 days after close of filing Thursday, December 19, 2019 Absentee balloting begins 46 days prior to election Friday, December 27, 2019 Election Day Tuesday, February 11, 2020 RECOMMENDATION Staff recommends approval of Resolution No. 19-151, declaring a Council vacancy and calling for a special election.
