Mayor Reinert remarked that he is aware that in the future, rock <br />could be added instead of a buffer (through a permitting process). Ms. Larsen remarked that the <br />Environmental Board and the applicants are both supportive of the vegetation buffer that is <br />proposed. <br />103 Council Member Rafferty confirmed that the buffer zone location requirement is related to the high <br />104 water mark. <br />105 <br />106 Council Member Stoesz asked if the City will have to contend with the DNR objection. <br />107 Community Development Director Grochala said the DNR would have the option of requesting <br />108 court action. <br />109 <br />110 Council Member Rafferty moved to approve Resolutions No. 19-144, No. 19A45 and No. 19-146 as <br />111 presented. Council Member Manthey seconded the motion. Motion carried on a voice vote. <br />112 <br />113 6B) Consider Resolution No. 19447 Approving Preliminary Plat for Stern Addition — City <br />114 Planner Larsen reviewed the basics of the request noting that the request will require no variance <br />115 consideration. <br />116 <br />117 Council Member Rafferty thanked staff for their work moving and looking forward. <br />118 <br />119 Mayor Reinert remarked that the new roadway is looking great. <br />120 <br />121 Council Member Rafferty moved to approve Resolution No. 19-147 as presented. Council Member <br />122 Stoesz seconded the motion. Motion carried on a voice vote. <br />123 <br />124 6C) Consider Resolution No. 19450 Authorizing Professional Services Contract with WSB, <br />125 35E Corridor AUAR Five Year Update — Community Development Director Grochala explained <br />126 that staff is requesting this authorization based on the need to continue updating the document <br />127 (AUAR). He explained the benefit of maintaining the AUAR; additionally the AUAR is required <br />128 by state law to be updated every five years. WSB & Associates proposes to provide the necessary <br />129 services under contract. Funding within the City's existing budget was explained. Mr. Grochala <br />130 explained that this would be a more robust update. <br />131 <br />132 Council Member Manthey moved to approve Resolution No. 19-150 as presented. Council <br />133 Member Stoesz seconded the motion. Motion carried on a voice vote. <br />134 <br />135 6D) Consider Resolution No. 19-154, Amending Adopted Assessments, 2019 Individual <br />136 Properties — City Engineer Hankee recalled that the council adopted individual assessments at the <br />137 last meeting; this is an addition to that list. An additional property owner has requested connection. <br />138 <br />139 Council Member Rafferty moved to approve Resolution No. 154 as presented.
