COUNCIL MINUTES <br />APPROVED <br />92 6A) Consider Resolution No. 19458 Authorizing Submittal of the 2040 Comprehensive Plan <br />93 to the Metropolitan Council - Kendra Lindahl, Landform, reviewed a PowerPoint presentation that <br />94 included information on the following: <br />95 - Background (history of the Plan's development and review results); <br />96 - Edits to plan; <br />97 - Next steps (submission to Metropolitan Council followed by Council adoption and <br />98 compliance); <br />99 - Recommendation (to submit the Plan). <br />100 Mayor Reinert explained that the Plan is updated every ten years by the City and is used as a guide for <br />101 moving forward. This Plan represents over two years of work. The Council has made adjustments <br />102 so that the Plan better matches this City. <br />103 <br />104 Council Member Manthey moved to approve Resolution No. 19-158 as presented. Council <br />105 Member Stoesz seconded the motion. Motion carried on a voice vote. <br />106 <br />107 613) Houle Estates Second Addition: i. Consider Resolution No. 19-152, Approving Final <br />108 Plat; ii. Consider Resolution No. 19453, Approving Development Agreement - City Planner <br />109 Larsen reviewed a PowerPoint presentation including information on the following: <br />110 - Final plat is requested for 30 acre parcel (map shown); <br />111 - History of the plat, moving forward to Outlot A (not planned for development); <br />112 - The final plat is consistent with preliminary plat; <br />113 - Accompanying documents have been prepared and are appropriate; <br />114 - Park dedication fee will be collected; <br />115 - Findings of fact were reviewed; <br />116 - Planning and Zoning Board has approved unanimously; <br />117 - Requested actions were reviewed. <br />118 <br />119 Council Member Maher moved to approve Resolution No. 19-152 as presented. Motion carried on a voice vote. <br />124 <br />125 6C) Consider Approval of Resolution No. 19459, Approving Amendment to 2019 <br />126 Individual Assessments — City Engineer Hankee reviewed her written report outlining the addition <br />127 of one voluntary property assessment. <br />128 <br />129 Council Member Manthey moved to approve Resolution No. 19-159 as presented. Council <br />130 Member Stoesz seconded the motion. Motion carried on a voice vote. <br />131 <br />132 6D) Consider Resolution No. 19455, Approving Final Payment for the 2018 Trunk <br />133 Watermain and Trail Improvement Project —City Engineer Hankee reviewed her written report <br />134 requesting final payment authorization for this project. She noted the total project cost in <br />135 relationship to the engineer's original estimate. <br />3 <br />
