COUNCIL MINUTES <br />APPROVED <br />164 Council Member Manthey moved to approve Resolution No. 19-126 as presented. Council Member <br />165 Stoesz seconded the motion. Motion carried on a voice vote. <br />166 6D) Consider Resolution No. 194163, Approving Final Payment for the 2019 Mill and Overlay <br />167 Improvements Project— City Engineer Hankee reviewed her written staff report. She reviewed the bid <br />168 results and change order as well as the proposed funding source. <br />169 Council Member Manthey remarked that West Shadow Lake Road was an expense that was deemed <br />170 important and better to be done quickly. <br />171 Council Member Rafferty remarked that the amount in the staff report is lower than announced. <br />172 Council Member Manthey moved to approve Resolution No. 19-163 with the appropriate amount <br />173 included. Council Member Stoesz seconded the motion. Motion carried on a voice vote. <br />174 6E) Consider Resolution No. 19-165, Approving 2020 Voluntary Cost Share Agreement, <br />175 Anoka County Regional Economic Development Partnership— Community Development Director <br />176 Grochala explained that the resolution renews the City's partnership within this economic development <br />177 promotion group. He noted the focus of their marketing efforts and the fruits of their labor. <br />178 Council Member Stoesz received clarification that there are no staff costs involved. <br />179 Council Member Maher moved to approve Resolution No. 19-165 as presented. Council Member <br />180 Stoesz seconded the motion. Motion carried on a voice vote. <br />181 6F) Consider Resolution No. 19-164, Authorizing Preparation of Plans and Specifications, <br />182 Mu Street Rehabilitation Project— City Engineer Hankee reviewed the projects that would be <br />183 included in the 2020 project. She also announced information on funding and a schedule for the <br />184 projects. <br />185 Council Member Stoesz remarked that some of the project dates preceded today and he wonders how <br />186 that is possible. Ms. Hankee explained that the schedule may need to be updated. <br />187 Council Member Rafferty noted that the City budgets a substantial amount of funding for this project, it <br />188 is needed work and he is glad to hear the report. <br />189 Council Member Manthey moved to approve Resolution No. 19-164 as presented. Council Member <br />190 Stoesz seconded the motion. Motion carried on a voice vote. <br />191 6G) Consider Resolution No. 19466, Approving Grant Agreement with Minnesota <br />192 Department of Health, Wellhead Protection Plan amendment— Community Development Director <br />193 Grochala explained that the City has added well facilities since the Wellhead Protection Plan was last <br />194 adopted by the City. With the addition of a new well and another planned for the near future, staff is <br />195 recommending that a Plan update be prepared. WSB & Associates is proposing to provide the update <br />196 at a cost that would be covered by the proceeds of a grant from the state. <br />197 Council Member Rafferty moved to approve Resolution No. 19-166 as presented. Council Member <br />198 Maher seconded the motion. Motion carried on a voice vote. <br />
