COUNCIL MINUTES <br />APPROVED <br />199 611) Consider First Reading of Ordinance No. 11-19, Amending City Code Chapters 401 and <br />200 402 Related to Connection to Municipal Water and Sewer Systems and Private Wells- <br />201 Community Development Director Grochala reported that the council has recently discussed the <br />202 request of a property owner to install a new well where one has failed. The request resulted from the <br />203 City stopping construction of a new well because the action was not proper under the current City <br />204 Code. The ordinance before the council would amend the City Code to allow for construction of new <br />205 private wells under certain conditions and meeting certain requirements. He reviewed the specific <br />206 changes included in the ordinance. <br />207 Mayor Reinert remarked that a resident reached out to the council regarding his well. This person has <br />208 a unique situation and it was appropriate to consider a change that would allow a well with the <br />209 requirements that staff has included. Mayor Reinert requested that staff be in close contact with the <br />210 resident so that he can be fully aware moving forward. <br />211 Council Member Maher moved to approve the 1 st Reading of Ordinance No. 11-19 as presented. <br />212 Council Member Manthey seconded the motion. Motion carried on a voice vote. <br />213 <br />214 UNFINISHED BUSINESS <br />215 <br />216 There was no Unfinished Business. <br />217 <br />218 NEW BUSINESS <br />219 <br />220 8A) Closed Session for Preliminary Consideration of Allegations Against an Employee — <br />221 <br />222 Council Member Maher moved that the meeting be closed. Council Member Stoesz seconded the <br />223 motion. Motion carried on a voice vote. <br />224 <br />225 813) Open Session: Possible Council Action Related to Closed Session <br />226 <br />227 Council Member Stoesz moved to terminate the primary subject of internal investigation in IA <br />228 2019-3, effective December 17, 2019, following a five-day suspension without pay. Council <br />229 Member Rafferty seconded the motion. Motion carried on a voice vote. <br />230 <br />231 COMMUNITY EVENTS <br />232 <br />233 SECRET HOLIDAY SHOPPING will be held at 600 Town Center Pkwy on Wednesday & <br />234 Thursday, December 11 & 12 from 4:30 p.m. to 7:00 p.m. For additional information please contact <br />235 651-982-2440. <br />236 <br />237 MONTHLY RECYCLE DAY will be held at Lino Park (7850 Lake Drive) on Saturday, December <br />238 21 from 10:00 a.m. to 2:00 p.m. See city website for a list of accepted items. <br />239 <br />24o TOYS FOR JOY GRANNY'S CLOSET & ONE WARM COAT DROP OFF is located at Lino <br />241 Lakes City Hall.
