MFC Properties Corporation plans on developing the adjacent site to the east of the <br />McDonald's into a commercial building with associated parking and drive areas. During <br />construction, approximately 1.5 acres will be disturbed. The proposed construction will <br />result in the creation of 1.142 acres of impervious surface. To manage stormwater from <br />the proposed site, storm sewer will be used to collect stormwater from the newly created <br />impervious surfaces. The storm sewer will be connected to the storm sewer installed for <br />the McDonalds site. The existing stormwater pond will provide treatment for the <br />proposed added impervious surfaces, and the irrigation re -use system will be expanded to <br />meet RCWD permit requirements. <br />A RCWD CAPROC for Permit #18-009 was issued on February 14, 2018. <br />Public Utilities <br />The new retail building will be municipally served by an 8" PVC sanitary sewer and an <br />8" DIP watermain located along the private drive that extends from Otter Lake Road. <br />Public Land Dedication <br />The City will collect a cash fee with the final plat of $3,240 in lieu of land dedication for <br />commercial development. <br />Main Street Shoppes 2nd Addition <br />1.35 acres x $2,400 per acre <br />$3,240 <br />Site & Building Plans <br />The applicant is proposing to construct a 9,000 sf commercial retail building on Lot 1, <br />Block 1, Main Street Shoppes 2nd Addition. A full site and building plan review was <br />completed in conjunction with the preliminary plat submittal. Revised plans have been <br />submitted with the same building footprint; however, the internal units have been <br />reconfigured to 6 units vs. the original proposed 5 units. Overall, the proposed <br />commercial building meets ordinance requirements with only minor revisions required. <br />Staff will continue to work with the applicant on these revisions. <br />The site plan indicates a drive -through service on the east side of the building which is <br />allowed as an accessory use in the GB, General Business district. The site plan appears to <br />provide an area on the northeast corner of the building for accessory outdoor dining or <br />seating facility. This will require an Administrative Permit to be submitted by the future <br />tenant. <br />4 <br />
