Consider Resolution 19-175, Approve Plans and <br />Specifications and Authorize Advertisement for Bids <br /> <br />VOTE REQUIRED: 3/5 <br /> <br />INTRODUCTION <br /> <br />Staff is requesting council consideration to approve the amendment to the joint powers <br />agreement with the City of Hugo for the East Cedar Street & 24th Avenue/Elmcrest Avenue <br />North Improvement Project and consider approval of the Plans and Specifications and <br />Advertisement for Bids. <br /> <br />BACKGROUND <br /> <br />On March 11, 2019, the City Council approved a Joint Powers Agreement (JPA) with the City of <br />Hugo for cost sharing of the East Cedar Street & 24th Avenue/Elmcrest Avenue North <br />Improvement Project. The project includes paving 24th Avenue/Elmcrest Avenue from Tart Lake <br />Road to the south a distance of 2,300 feet, and East Cedar Street from Otter Lake Road to the east a <br />distance of 2,600 feet. As outlined in the JPA the East Cedar Street improvements are the financial <br />responsibility of the City of Lino Lakes and the 24th Avenue/Elmcrest Avenue improvements are <br />the financial responsibility of the City of Hugo. <br /> <br />On June 10, 2019, the City Council ordered the project, approved the plans and specifications and <br />authorized the advertisement for bidding. Bids were received for the project on Thursday, August <br />15, 2019. A total of four bids were received. The low bid was 23% higher than the engineer’s <br />estimate. On August 19, 2019, the City of Hugo passed a Resolution in support of rejecting bids <br />with the intent to rebid the project for construction in 2020. On August 26, 2019, the City <br />Council passed a Resolution in support of rejecting the bids with the intent to rebid the project <br />for construction in 2020. <br /> <br />On September 3, 2019, the City of Hugo approved an Amendment to the Joint Powers <br />Agreement to change the construction schedule from 2019 to 2020. On September 23, 2019, the <br />City of Lino Lakes also approved this Amendment to the Joint Powers Agreement. <br />
