COUNCIL MINUTES <br />DRAFT <br />3 <br />6A) Consider Resolution No. 19-158 Authorizing Submittal of the 2040 Comprehensive Plan 92 <br />to the Metropolitan Council - Kendra Lindahl, Landform, reviewed a PowerPoint presentation that 93 <br />included information on the following: 94 <br />- Background (history of the Plan’s development and review results); 95 <br />- Edits to plan; 96 <br />- Next steps (submission to Metropolitan Council followed by Council adoption and 97 <br />compliance); 98 <br />- Recommendation (to submit the Plan). 99 <br />Mayor Reinert explained that the Plan is updated every ten years by the City and is used as a guide for 100 <br />moving forward. This Plan represents over two years of work. The Council has made adjustments 101 <br />so that the Plan better matches this City. 102 <br /> 103 <br />Council Member Manthey moved to approve Resolution No. 19-158 as presented. Council 104 <br />Member Stoesz seconded the motion. Motion carried on a voice vote. 105 <br /> 106 <br />6B) Houle Estates Second Addition: i. Consider Resolution No. 19-152, Approving Final 107 <br />Plat; ii. Consider Resolution No. 19-153, Approving Development Agreement - City Planner 108 <br />Larsen reviewed a PowerPoint presentation including information on the following: 109 <br />- Final plat is requested for 30 acre parcel (map shown); 110 <br />- History of the plat, moving forward to Outlot A (not planned for development); 111 <br />- The final plat is consistent with preliminary plat; 112 <br />- Accompanying documents have been prepared and are appropriate; 113 <br />- Park dedication fee will be collected; 114 <br />- Findings of fact were reviewed; 115 <br />- Planning and Zoning Board has approved unanimously; 116 <br />- Requested actions were reviewed. 117 <br /> 118 <br />Council Member Maher moved to approve Resolution No. 19-152 as presented. Motion carried on a voice vote. 123 <br /> 124 <br />6C) Consider Approval of Resolution No. 19-159, Approving Amendment to 2019 125 <br />Individual Assessments – City Engineer Hankee reviewed her written report outlining the addition 126 <br />of one voluntary property assessment. 127 <br /> 128 <br />Council Member Manthey moved to approve Resolution No. 19-159 as presented. Council 129 <br />Member Stoesz seconded the motion. Motion carried on a voice vote. 130 <br /> 131 <br />6D) Consider Resolution No. 19-155, Approving Final Payment for the 2018 Trunk 132 <br />Watermain and Trail Improvement Project – City Engineer Hankee reviewed her written report 133 <br />requesting final payment authorization for this project. She noted the total project cost in 134 <br />relationship to the engineer’s original estimate. 135 <br /> 136
