CITY COUNCIL <br />AGENDA ITEM 3A <br /> <br /> <br />STAFF ORIGINATOR: Karissa Bartholomew, Human Resources Manager <br /> <br />MEETING DATE: December 23, 2019 <br /> <br />TOPIC: Labor Agreement with AFSCME, Local No. 2454 <br /> <br />VOTE REQUIRED: 3/5 <br /> <br /> <br />INTRODUCTION <br /> <br />The City Council is being asked to consider Resolution 19-178, “Approving the 2020 Labor <br />Agreement between the City of Lino Lakes and AFSCME, Local No. 2454.” <br /> <br />BACKGROUND <br /> <br />A tentative agreement has been reached for a one-year contract with AFSCME, Local No. <br />2454. A tentative agreement was reached after three negotiation meetings and the union voted <br />in favor of the following terms: <br /> <br />1) WAGES: 3% wage increase effective January 1, 2020 for all unit members. <br /> <br />2) HEALTH INSURANCE: The City saw a decrease this year and the union and City <br />shared in the decrease for 2020. All remaining provisions remain the same. <br /> <br />3) WORKERS COMPENSATION: Places a cap on what the City pays between an <br />employee’s gross salary and workers’ compensation payments at 90 days, which is <br />consistent with the City’s Personnel Policy. <br /> <br />4) PROBATIONARY PERIODS: Increases probationary periods from six months to one <br />year for all new hires. <br /> <br />5) STEP INCREASES: Step increases after six months of employment will be eliminated <br />for any new hires after January 1, 2020. <br /> <br />RECOMMENDATION <br /> <br />Authorize execution of the 2020 labor agreement between the City of Lino Lakes and <br />AFSCME, Local No. 2454. <br /> <br />ATTACHMENTS <br /> <br />Resolution 19-178
