COUNCIL MINUTES <br />APPROVED <br />40 PUBLIC SAFETY DEPARTMENT REPORT <br />41 There was no report from the Public Safety Department. <br />42 PUBLIC SERVICES DEPARTMENT REPORT <br />43 5A) Consider Approval of Resolution No. 20-06, Authorize Preparation of the Plans and <br />44 Specifications, Well House No. I Rehabilitation Project — City Engineer Hankee explained that <br />45 the council authorized staff to seek bids for an improvement project for this well house in 2019. <br />46 The bids that came in last year were higher than the proposed budget and thus were rejected. Staff <br />47 reviewed the project scope to ensure it was still appropriate. Ms. Hankee reviewed the <br />48 improvements being proposed at this time, including for the exterior. Staff heard that the council <br />49 wants to review further the elements of the project. Ms. Hankee explained that continuing with the <br />50 plans and specifications authorization, which are already complete, will not interfere with that <br />51 review. <br />52 Council Member Stoesz asked if this was the City's first well and Mr. Grochala confirmed that it <br />53 was. Prior to this well there was no municipal water. <br />54 Mayor Rafferty asked if staff gave consideration to the future of the water system in the City in <br />55 establishing this project. Ms. Hankee said staff did review the project in perspective of a possible <br />56 water treatment option in the future and she is comfortable the costs would be similar. Further <br />57 these improvements are needed today. <br />58 Council Member Lyden moved to approve Resolution No. 20-06 as presented. Council Member <br />59 Stoesz seconded the motion. Motion carried on a voice vote. <br />60 COMMUNITY DEVELOPMENT DEPARTMENT REPORT <br />Al <br />6A) Consider Resolution 20-03, Approving a Variance for Curb Cut/Driveway Width for 42 <br />62 Robinson Drive — City Planner Larsen reviewed a PowerPoint presentation including information on: <br />63 - Driveway variance requested; <br />64 - Location of home; <br />65 - Proposed driveway width (that was authorized in the building permit) was compliant with city <br />66 ordinance; the constructed driveway is not compliant by 6 inches; <br />67 - Findings of fact supporting the variance; <br />68 - Driveway discussion history; <br />69 - Planning and Zoning Board approval; <br />70 - Future contractor education planned. <br />71 <br />72 Council Member Stoesz asked about the history of the width that's allowed; has there been some <br />73 variance? City Planner Larsen said there have certainly been some changes in the past on width <br />74 requirements actually in both directions, however, she said that the size requirement hasn't necessarily <br />75 changed the number of violations. She also discussed with the council the process of staff reviewing <br />76 plans. <br />77 <br />78 Council Member Lyden said he doesn't have a problem with the variance. Perhaps the subject of <br />79 driveway requirements could be included in upcoming strategic planning. Mayor Rafferty concurred. <br />80 <br />2 <br />
