COUNCIL MINUTES <br />APPROVED <br />81 Mayor Rafferty noted that the council discussed at the work session how to address the overall problem. <br />82 <br />83 Council Member Lyden moved to approve Resolution No. 20-03 as presented. Council Member <br />84 Stoesz seconded the motion. Motion carried on a voice vote. <br />85 6B) Consider 1st Reading of Ordinance No. 01-20, Zoning Ordinance Text Amendment to <br />86 Allow for Small Wireless Facilities — City Planner Larsen noted that in November 2019 the council <br />87 adopted an ordinance that put in place regulations for small wireless facilities. This ordinance deals <br />88 with the specifics of the zoning code relating to those facilities. Mr. Larsen reviewed the language <br />89 proposed. She also noted that the Planning and Zoning Board recommends approval. <br />90 Council Member Stoesz asked if anyone has approached the City for this type of project and Ms. Larsen <br />91 said not that she's aware of Staff will be prepared with information if that happens. <br />92 Council Member Stoesz moved to approve the 1 Sc Reading of Ordinance No. 01-20 as presented. <br />93 Council Member Lyden the motion. Motion carried on a voice vote. <br />94 6C) Consider Approval of Resolution No. 20-05, Order Project, Approve the Plans and <br />95 Specifications and Authorize the Ad for Bid, 2020 Street Rehabilitation Project, 2020 Chip Seal <br />96 Project, & 2020 Apollo Drive Trail Project — City Engineer Hankee explained that staff is presenting <br />97 plans and specifications and requesting authorization to seek bids for the 2020 Street Rehabilitation <br />98 Program. The project and streets proposed were reviewed by the council in 2019. She noted that staff <br />99 utilized the pavement management plan and other analysis to make recommendations on street <br />100 improvements. The schedule for other street construction projects was also considered. She reviewed <br />101 the elements of each of the projects that are proposed. <br />102 Council Member Stoesz asked about curb repair that is included. Ms. Hankee said there are two <br />103 sections of curb repair included. There are issues with some curbs and it is really not possible to say the <br />104 cause. <br />los Council Member Lyden noted the use of state aid funds; he asked for information on that funding. Ms. <br />l06 Hardee explained that the 2020 Municipal We Aid (MSA) allotment to the City is approximately $1 <br />107 million with about quarter of that earmarked for street maintenance. The rest is basically for <br />108 construction. Community Development Director Grochala noted past use of MSA for certain highway <br />109 intersection projects. Also the City is involved in a street reconstruction program. <br />110 Council Member Stoesz recommended communication to the highest extent possible so that people can <br />111 prepare for the roadwork. <br />112 Mayor Rafferty said he is thankful that staff is making an extra effort to identify possible problems <br />113 (such as vibration and piping systems) ahead of projects. <br />114 Council Member Stoesz moved to approve Resolution No. 20-05 as presented. Motion carried on a voice vote. <br />116 6D) Consider Resolution No. 20-09, Approving Sale of Wetland Credits, Fenway Land Co. — <br />117 Community Development Director Grochala explained this proposal for acquisition of wetland credits. <br />118 He explained the source of the credits and the price of credits. <br />
