CSAH 34 Birch Street Project Update —Community Development Duector <br />16 Michael Grochala reviewed the draft Joint Powers Agreement that has been prepared for <br />17 City review and sets forth a basic understanding of both the City and County project <br />I8 responsibilities and cost share. The City's estimated share, based on the two roundabout <br />19 option, is approximately $571,000. Over 1/3 of the costs are related to relocation of trunk <br />20 water ma and would be funded by the Water Utility fund and the balance of the City's <br />21 share would be funded by Municipal State Aid funds. There is no levy impact for the <br />22 project currently proposed (two roundabout option). He explained that Anoka County is <br />23 looking for municipal consent so that they can move forward with acquisition and final <br />24 design. <br />25 <br />26 The Council expressed a desire to perform a Pedestrian Traffic Simulation, as well as <br />27 looking at changing speed limits along Birch. County representatives reviewed a plan for <br />28 students exiting the school and use of crossing -guards. The County reported a speed <br />29 study could be requested after the improvements are installed. There will be advisory <br />30 speed signs as drivers approach the roundabouts, but the speed un between will be posted <br />31 as it is today. The Council expressed concern over the existing condition of the road <br />32 section between West Shadow Drive and the s-curve. The County indicated that if they <br />33 proceeded with the two cul-de-sac option. thev would include a hill and overlav of this <br />34 section as part of the project. <br />35 <br />36 Regarding the well proposed in the area of Birch Street, Dn-ector Grochala noted the <br />37 County did receive a bid estimated at $4,000 to salvage the brick fi4om 509 Birch Street; <br />38 however, this cost does not include mortar removal or hauling of material. The Council <br />39 agreed to move away from the idea of salvagung the house at 509 Birch Street for use as a <br />40 well house, as well as the idea of salvagnng the bricks for use in other projects, as the cost <br />41 is too high. <br />42 <br />7 <br />
