CITY COUNCIL WORK SESSION <br />DRAFT <br />43 2. Water Treatment Plant Feasibility Study - Community Development Director <br />44 Michael Grochala reviewed the proposal submitted by WSB to complete a Water <br />45 Treatment Plant feasibility study at a cost of $39,886. WSB representative, Greg <br />46 Johnson, presented the scope of the study, noting architectural renderings and public <br />47 outreach are not included in the current phase of project development. <br />48 <br />49 The study Scope of Work includes: 1) Reviewing Alternative Water Supply Options, 2) <br />50 Analyzing Source Water, 3) Evaluating Water Treatment Options, 4) Reviewing Potential <br />51 Plant Sites, 5) Preparing a Centralized Water Treatment Preluninary Drawing, 6) <br />52 Evaluating Future System Needs and Phasing, 7) Studying Neighborhood Impacts, and 8) <br />53 Determining Cost Estimates. <br />54 <br />55 Council requested looking into the option of a preliminary report in order to control cost. <br />56 This would include pushing out preparation of drawings and cost estimates. Director <br />57 Grochala will prepare a revised report to address the Council's concerns regarding cost. <br />58 <br />59 3. 87 Lilac Street Concept Plan - City Planner Katie Larsen reviewed the proposed <br />60 concept plan submitted for 87 Lilac Street. The applicant, Bonfe Builders, submitted a <br />61 land use application for Concept Plan Review. The proposed development is a 4 lot <br />62 residential subdivision of a 1.62 acre parcel located at 87 Lilac Street. The property <br />63 owners are Lyndal and Sally Nelson. <br />64 <br />65 Due to the potential need for multiple variances and easement vacation, the applicant has <br />66 submitted a concept plan. This will give staff, Boards, and Council an opportunity to offer <br />67 comments on the proposal prior to incurring costs of submitting a full preliminary plat <br />68 application. <br />69 <br />70 In reviewing the concept plan, the council expressed the desire to see the extension of <br />71 Mustang Lane as a part of the subdivision. <br />72 <br />73 4. 617 Apollo Drive — Muddy Cow Site & Building Plan Review - City Planner <br />74 Katie Larsen reviewed a Land Use Application that was submitted for an Ordinance <br />75 Amendment for a site plan and building modifications at 617 Apollo Drive. The applicant <br />76 is proposnig to construct a restaurant with rooftop dniing ini the existing building. Eagle <br />77 Liquors currently occupies the north portion of the retail building. Per the Marketplace <br />78 Planned Development Overlay (PDO) Desicn Guidelines Ordinance No. 03-05, substantial <br />79 departures from the approved plans require an amendment to the ordinance. <br />80 <br />81 Staff will be seeking Council action at the March 23`d City Council meeting <br />82 <br />83 5. Creation of a Joint Power Entity for Metro I -Net - Finance Director Sarah <br />84 Cotton reviewed the staff report addressing the creation of a JPA between current Metro- <br />85 iNet member agencies. Due to growing concerns regardnig the sustainability of the <br />86 current Metro4Net arrangement, a sub -group of member cities have created a draft <br />87 framework for a joint powers agreement.
