COUNCIL MINUTES <br />APPROVED <br />156 Councilmember Stoesz asked about oversight for this project. Staff will report back. <br />157 Councilmember Stoesz moved to approve Resolution No. 20-14 as presented. Councilmember <br />158 Lyden the motion. Motion carried on a voice vote. <br />159 6F) Consider Resolution No. 20-24, Amending Stipulation Agreement, Leibel Ownership <br />160 Group, NE Drainage Area Improvement Project — Community Development Director Grochala <br />161 reviewed the history that brings forward the requested action, the planned drainage improvement <br />162 project and he updated the council on the current status of the project and property acquisition. This <br />163 action relates to one property owner in the project area. This agreement would amend the stipulation <br />164 agreement that provided for some land acquisition as well as some permanent easement. The <br />165 amendment relates to the need for additional time than what was allowed in the original agreement <br />166 (extending that by a couple months). He noted that the Salo property has been sold so there is another <br />167 party involved and there may be a court involvement. <br />168 Councilmember Lyden moved to approve Resolution No. 20-24 as presented. Councilmember <br />169 Stoesz the motion. Motion carried on a voice vote. <br />170 6G) Consider Resolution No. 20-25, Authorize Water Treatment Plant Feasibility Study — <br />171 Community Development Director Grochala reviewed his written report. The City recently issued a <br />172 public water advisory regarding maganese. As part of the response plan, staff has been looking at short <br />173 and long term plans options to address the situation. One option is water treatment. A feasibility <br />174 study is proposed that will provide additional information on that option. He noted the proposed cost <br />175 and how staff has devised the optimum type of study. <br />176 Mayor Rafferty thanked staff for their work in dealing with the water situation and putting together this <br />177 proposal. Councilmember Stoesz concurred, adding that water is an essential service and deserves the <br />178 council's utmost attention. <br />179 Councilmember Cavegn asked if the study information will be necessary to move forward; Community <br />180 Development Director Grochala said the study will provide information required to make a decision. <br />181 The council likes the keeping open the idea of working with other communities in the area. <br />182 Councilmember Stoesz moved to approve Resolution No. 20-25 as presented.
