This staff report is based on the following submittal documents: <br />• PUD Amendment Narrative prepared by Lyngblomstem dated March 9, 2020 <br />• Revised Site Plan and Grading Plan prepared by AJA Associates, Inc. dated <br />December 31, 2019 <br />• Stormwater Management Report prepared by AJA Associates, Inc. revised February <br />28, 2020 <br />ANALYSIS <br />The April 8, 2019 Council Staff Report, Ordinance No. 07-19 and Resolution No. 19-42 <br />detail the project's compliance with the Comprehensive Plan, Master Planning Study - <br />Hodgson Road & CR J and Subdivision Ordinance. Ordinance No. 07-19 rezoned the <br />property to PUD, Planned Unit Development in order to implement the goals of the <br />Master Planning Study. The Ordinance details permitted, accessory and conditional uses <br />allowed within the development. Resolution No. 19-42 approved the PUD Development <br />Stage Plan/Preliminary Plat that includes the preliminary plat, site plan, grading & <br />drainage plans, utility plans, landscaping plans, architectural building elevations etc. The <br />resolution also establishes the development's framework in regards to lot and yard <br />requirement, height regulations, impervious surface coverage and design guidelines. <br />The amendment is to the site plan and grading & drainage plan of the PUD Development <br />Stage Plan. If approved, all plans sheets of the PUD Development Stage Plan and <br />Preliminary Plat will be revised to reflect the amendment and other comments listed in <br />Resolution No. 19-42. The applicant will then submit PUD Final Plan/Final Plat for <br />Council approval. <br />Original Site Plan and Grading & Drainage Plan Overview <br />Site Plan <br />Resolution No. 19-42 approving the PUD Development Stage Plan/Preliminary Plat <br />included an overall general site plan and grading & drainage plan of the 20 acre <br />development. <br />Per the original site plan, Lyngblomsten is proposing a 3 phased approach to <br />redevelopment of 6 parcels totaling 20 acres located in the northwest quadrant of <br />CSAH49 (Hodgson Road) and CR J (Ash Street). <br />• Phase 1 is the senior living community consisting of the following housing <br />options: <br />Cottage Homes = 20 units <br />Senior Living Campus <br />o Independent Living = 100 units <br />o Assisted -living = 50 units <br />W <br />
