Proposed PUD Amendment #1 to Site Plan and Grading & Drainage Plan <br />The amendment proposes to omit the stand-alone clubhouse and associated parking lot <br />and expand the size of the stormwater pond. Per the applicant's March 9, 2020 PUD <br />Amendment Narrative: <br />"The following changes have been made to the original PUD Application: <br />• Rice Creek Watershed District's (RCWD) sent comments to the design team on <br />4/12/2019, regarding the proposed pond. The normal water level (NWL) of the <br />pond was questioned by both RCWD and the city of Lino Lakes due to high <br />groundwater table. Lyngblomsten hired Braun Intertec in April of 2019 to monitor <br />the site's groundwater. We discussed these findings with the city, and as the <br />result, had to propose addition site storage to satisfy RCWD's comments. There <br />are two options to accommodate the additional stormwater storage: <br />o A second pond would be required. However, the location of the second <br />pond would have to be in the commercial parcel, limiting the developable <br />land and restricting how much development could occur on the <br />commercial parcel. The city has long seen this intersection as the gateway <br />to Lino Lakes and the neighborhood oriented commercial amenities have <br />been consistently identified by the neighborhood and city leadership as <br />one of the major benefits of this project. <br />o Therefore, in lieu of the second pond, we are proposing adding the <br />capacity to the current central pond to accommodate additional impervious <br />surface, including the 3+ acre corner lot, purchased after the original PUD <br />application. In doing so, the pond's size increased significantly and would <br />need to consume the area previously allotted for the Clubhouse and its <br />associated parking lot. <br />The development and design team have successfully included all of the amenities <br />from the Clubhouse into the Town Center of the main senior living building. <br />o In the proposal presented to the neighborhood group in August of 2018, <br />the amenity and administrative spaces within the Clubhouse was <br />approximately 4,450 square feet. The Town Center at the time was <br />approximately 10,200 square feet. <br />o In the final construction documents, our Town Center is 18,185 square <br />feet. This additional 8,000 square feet of common and amenity space <br />more than makes up in both size and function for the loss of the Clubhouse <br />space. The Town Center is designed to welcome the neighborhood <br />beyond our immediate live-in residents. Some of the additional amenities <br />include: <br />■ A vendor space for outside vendors like service dog or banking <br />organizations <br />2 <br />
