PLANNING & ZONING BOARD <br />AGENDA ITEM 6C <br />STAFF ORIGINATOR: Michael Grochala, Community Development Director <br />P & Z MEETING DATE: April 8, 2020 <br />REQUEST: Recommendation Supporting Federal Funding Application <br />for Main Street (CSAH 14) Multi -Purpose Trail <br />APPLICANTS: City of Lino Lakes <br />BACKGROUND <br />The Transportation and Park components of both the City's 2030 Comprehensive Plan and the <br />draft 2040 plan include a proposed extension of the Central Anoka County Regional Trail along <br />Main Street (CSAH 14). The trail is proposed to ultimately extend from our eastern border with <br />the City of Hugo to the City of Ramsey on Anoka County's western border. Over 16 miles of <br />the planned 26 miles have been constructed county wide. Portions of the trail, within Lino <br />Lakes, have been constructed over the past 15 years as part of County Highway projects. The <br />latest segment, completed in 2013, extended the trail over 35W from the Chain of Lakes <br />Regional Park. <br />Providing access to the Regional Park and expanding multi -use trail access to the City's north <br />side continues to be a priority goal for the City. In 2016, the City partnered with Anoka County <br />to seek federal funding for the segment of trail between Lino Lakes Elementary and the 35W <br />overpass. While unsuccessful, the application was an important first step in programing the <br />future extension of the trail system. <br />Every two years, the Regional Solicitation distributes federal transportation funds to locally <br />initiated projects that meet regional transportation needs. The 2020 Solicitation process is now <br />open and accepting applications through May 15, 2020. The City is again partnering with Anoka <br />County to submit an application for consideration under the Multiuse Trails and Bicycle <br />Facilities category. Staff is still in the process of updating cost estimates. The 2016 application <br />estimated a total cost of $1,100,000. If successful, federal funding would cover 80% of the <br />project cost. The City and County would split the remaining share. <br />RECOMMENDATION <br />Staff is requesting a motion from the board recommending support of the federal funding <br />application. <br />ATTACHMENTS <br />1.
