Planning & Zoning Board <br />February 12, 2020 <br />Page 3 <br />APPROVED MINUTES <br />Julie McNeely, 6687 20th Avenue, asked if Outlot C provided access to her property and <br />inquired about drainage, wetland fill and high ground water. <br /> <br />Larry Olson, BL Holdings, LLC, 7567 162nd Avenue NE, Columbus, MN 55025, stated <br />they will certainly work with residents and staff to address concerns. <br /> <br />Mr. Laden encouraged applicants to have pre-development neighborhood meetings. <br /> <br />Mr. Vickers noted concern with pre-development neighborhood meetings is that residents <br />do not know City requirements and they are only hearing from developer. <br /> <br />Kristine Swanson, 6737 20th Avenue, asked what recourse there is if stormwater plans do <br />not work. <br /> <br />Mr. Laden made a MOTION to close the Public Hearing at 7:19 P.M. Motion was <br />supported by Ms. Peacock. Motion carried 3-0. <br /> <br />Staff Comments <br /> <br />1. No median is proposed on Red Oak Lane so driveway relocation shouldn’t be an <br />issue. <br />2. Turn lanes will be constructed within the existing road right-of-way obtained with the <br />minor subdivision of 6709 20th Avenue. <br />3. Existing houses are not required to hook up to municipal services. <br />4. Staff is recommending removal of retaining walls with more gradual grade changes <br />where possible. <br />5. Access to Birch Street is not consistent with the Birch Street Corridor Study or Anoka <br />County access management requirements. <br />6. The existing wetlands are not high quality wetlands or an integral part of the City’s <br />wetland management corridor. The wetlands are being mitigated in compliance with <br />Minnesota Wetland Conservation Act. <br />7. Staff will review evaluate existing drainage issues in the area. <br />8. Staff will evaluate the possibility of planting coniferous trees at the north end of <br />Heritage Avenue. <br />9. Outlot C does provide direct access to 6687 20th Avenue. <br />10. Site grading, drainage ways and storm sewer pipes direct stormwater to pond areas <br />and not on to adjacent sites. <br />11. Stormwater maintenance agreements are required detailing responsibility of <br />maintenance of facilities. <br /> <br />Mr. Laden made a MOTION to approve the Nadeau Acres rezoning and preliminary plat <br />with conditions noted in the staff report. Motion was supported by Mr. Root. Yeas: Laden <br />and Root; Nays : Peacock. Motion carried 2-1. <br /> <br />B.
