Planning & Zoning Board <br />February 12, 2020 <br />Page 4 <br />APPROVED MINUTES <br />Ms. Kelsey Gelhar, WSB City Engineer, presented the staff report. <br /> <br />The applicant, Leslie Schuhbauer, is proposing to build a home at 7020 West Shadow <br />Lake Drive. A conditional use permit is required for building within the floodplain using <br />alternative elevation methods. The parcel is approximately 0.31 acres. <br /> <br />Board Comments <br /> <br />Mr. Laden asked if the crawl space is intended to flood, if the vents open automatically <br />and if storage is allowed. <br /> <br />Ms. Peacock asked if construction on stilts or fill is more aesthetic. <br /> <br />Mr. Root asked what the crawl space floor elevation was and if plantings are allowed <br />near vents. <br /> <br />The Public Hearing was opened at 8:17 P.M. <br /> <br /> Public Comments <br /> <br />Leslie Schuhbauer, 1558 Simpson Street, St. Paul, MN 55108, introduce herself to the <br />Board. She had no other comments. <br /> <br />Mr. Laden made a MOTION to close the Public Hearing at 8:18 P.M. Motion was <br />supported by Ms. Peacock. Motion carried 3-0. <br /> <br />Staff Comments <br /> <br />1. Ms. Gelhar noted the crawl space is intended to flood, the vents open automatically <br />and storage is allowed. Habitable space is not allowed. <br />2. The low floor elevation is 885 and the vents are at approximately 887. Pumps would <br />be used to pump out water if necessary. <br />3. Landscape plantings should not be located near vents. <br /> <br />Ms. Peacock made a MOTION to approve the 7020 West Shadow Lake Drive conditional <br />use permit. Motion was supported by Mr. Laden. Motion carried 3-0. <br /> <br />C. Concept Plan Review for 87 Lilac Street <br />Ms. Larsen presented the staff report. <br /> <br />The applicant, Bonfe Builders, submitted a land use application for Concept Plan <br />Review. The proposed development is a 4 lot residential subdivision of a 1.62 acre parcel <br />located at 87 Lilac Street. The property owners are Lyndal and Sally Nelson. <br /> <br /> <br />
