PUBLIC HEARING: Ordinance Amendment for Site Plan and Building <br />Modifications for 617 Apollo Drive <br /> <br />Ms. Larsen, City Planner, presented the staff report. <br /> <br />The applicant, Sergei Nazarenko, submitted a Land Use Application for an Ordinance <br />Amendment for site plan and building modifications at 617 Apollo Drive. The applicant <br />is proposing to construct a restaurant with rooftop dining in the existing building. Eagle <br />Liquors currently occupies the north portion of the retail building. The 1.02 acre site is <br />legally described as Lot 3, Block 1, Lino Lakes Market Place. Per the Marketplace <br />Planned Development Overlay (PDO) Design Guidelines Ordinance No. 03-05, <br />substantial departures from the approved plans require an amendment to the ordinance. <br />The proposed amendment relates to an increase in building height, exterior staircase <br />structure and both ground and rooftop mechanical equipment screening. <br /> <br />Board Comments <br /> <br />Mr. Root commented on the type of material use to screen the ground mechanical <br />equipment. He suggested a block wall be installed rather than the proposed 6ft stained <br />cedar fencing. Mr. Root commented on the color of exterior staircase. He suggested a <br />more neutral color for the staircase as opposed to the proposed red. Mr. Root questioned <br />if there would be enough parking spaces in the lot. <br /> <br />Mr. Evenson suggested the proposed 6ft cedar fencing be raised to 9ft so that it would be <br />high enough to screen any exhaust. Mr. Evenson concurred with Mr. Root’s proposal for <br />a more neutral color for the staircase. <br /> <br />Mr. Tralle liked the idea of a block wall to screen the ground mechanical equipment. He <br />wondered if the screen, whether a fence or block wall is used, would prohibit the airflow <br />to the cooling condenser. In addition, he proposed that the fence along the trash enclosure <br />drive be continuous. Mr. Tralle thought the red color of the rooftop safety railings and the <br />staircase was fine. Mr. Tralle stated if there is concern over the number of parking spaces <br />in the lot it would be addressed by the business. Mr. Tralle, Mr. Evenson, and Mr. Root <br />thought the proposed additional screening south of the hood exhaust was not necessary. <br /> <br />Staff recommends approval of the Ordinance Amendment subject to conditions listed in <br />the staff report. <br /> <br />Chair Tralle declared the Public Hearing open at 7:02 P.M. <br /> <br /> <br /> <br /> <br />
