Planning & Zoning Board <br />March 11, 2020 <br />Page 3 <br />APPROVED MINUTES <br />Public Comments <br /> <br /> Jerry Anderson, JAMB Architects representing Muddy Cow and the owner of the <br /> building, was open to the idea of installing either a fence or block wall to screen the <br /> ground mechanical equipment. He was not opposed to raising the height of the screen to <br /> 9ft. He maintained a neutral stance regarding the color of the railings and exterior <br /> staircase. However, he stated that the owner would prefer the staircase remain red. He <br /> also emphasized that the concern over the parking spaces was a non-issue. <br /> <br /> Andrew Schmitz, partner of 617 Apollo Drive Muddy Cow, was present. <br /> <br />Mr. Root made a MOTION to close the Public Hearing at 7:17 P.M. Motion was <br />supported by Mr. Evenson. Motion carried 3-0. <br /> <br />Mr. Root made a MOTION to recommend approval of the Ordinance Amendment for <br />Site Plan and Building Modifications with the conditions that the screening of the ground <br />mounted mechanical equipment be a block wall and that the exhaust section be raised to <br />9 feet. In addition, the materials and colors used should match the rest of the building. <br />Motion was supported by Mr. Evenson. Motion carried 3-0. <br /> <br />B. Watermark 3rd Addition PUD Final Plan/Final Plat <br /> <br />Ms. Larsen, City Planner, presented the staff report. <br /> <br />Watermark is a 372 acre master planned residential community consisting of 692 single <br />family lots and 172 townhome units totaling 864 housing units. Lennar submitted a Land <br />Use Application for Watermark 3rd Addition PUD Final Plan/Final Plat. The plat <br />proposes 96 single family lots, 79 townhome lots and 1 outlot. <br /> <br />Staff recommends approval of the Watermark 3rd Addition PUD final plan/final plat <br />subject to conditions listed in the staff report. <br /> <br />Mr. Evenson made a MOTION to recommend approval of the Watermark 3rd Addition <br />PUD final plan/final plat. Motion was supported by Mr. Root. Motion carried 3-0. <br /> <br />VII. DISCUSSION ITEMS <br /> <br />A. Project Updates <br /> <br />Ms. Larsen, City Planner, provided an update of current city projects. <br /> <br />Michael Grochala, Community Development Director, provided an update regarding <br />Birch St., 35E/Co Rd J interchange, and Main St. trail. <br /> <br /> <br />
