Water: The projected water demands for the revised scenarios have remained within the <br />parameters discussed in the original AUAR. These scenarios are anticipated to increase the <br />annual water use above the current authorized appropriated volume for the City, similarly as <br />anticipated in the original AUAR. The mitigation measures for water appropriation and use have <br />been reviewed and minor revisions were made. Appendix C contains the water appropriation <br />analysis. <br />Wastewater: Wastewater within the study area would be conveyed with existing and future <br />sanitary sewer and then directed to two Metropolitan Council Environmental Services (MCES) <br />interceptors. Wastewater is then conveyed through the regional collection system to the <br />Metropolitan Wastewater Treatment Plant. The revised analysis projects less wastewater flow <br />than anticipated in the original AUAR. The mitigation measures have been revised and no <br />changes were needed with this Update. Appendix D contains the wastewater management <br />analysis. <br />Traffic: The traffic analysis was updated based on the revised scenarios. This incorporated the <br />current existing conditions and projected 2040 conditions. The analysis shows that future traffic <br />generated with the revised development scenarios will be less than those assumed in the original <br />AUAR. No changes to the mitigation measures are needed. Appendix E contains the traffic <br />analysis. <br />Approved Development within the Study Area <br />Since the 2015 AUAR Update, some anticipated development did not occur, and some projects were <br />constructed within the study area. Figure 5 shows the areas that have developed in the study area. <br />Since the 2015 Update, the following has occurred in the study area: <br />• Watermark: Phase 1 for Watermark (formerly planned as the Hardwood Creek Site) is under <br />development. The full plan includes a total of 864 residential units (692 single family and 172 <br />townhomes). <br />• Distribution Alternatives: A 402,000 SF distribution facility was completed in 2016. <br />• 21st Avenue: A'/2 mile extension of 21St Avenue was completed in 2016. <br />• Eastside Villas: A 32 lot single-family subdivision is under construction. <br />• Main Street Shoppes: A 9,000 SF multi -tenant commercial building was completed. <br />• Moon Marsh and Main Street Villages that were noted in previous updates were not <br />constructed and their permits expired. <br />AUAR Mitigation Plan <br />The mitigation plan that has been developed as part of the AUAR process has been revised with his <br />Update. It is included in Appendix H. <br />7. Cover types: Estimate the acreage of the site with each of the following cover types before and after <br />development: <br />The original AUAR sites the Minnesota Land Cover Classification System (MLCCS). This data is <br />applicable today. Some areas as shown in Figure 5 have developed.
