iv. Surface Waters <br />a) Wetlands — Describe any anticipated physical effects or alterations to wetland <br />features such as draining, filling, permanent inundation, dredging and <br />vegetative removal. Discuss direct and indirect environmental effects from <br />physical modification of wetlands, including the anticipated effects that any <br />proposed wetland alterations may have to the host watershed. Identify <br />measures to avoid (e.g., available alternatives that were considered), minimize, <br />or mitigate environmental effects to wetlands. Discuss whether any required <br />compensatory wetland mitigation for unavoidable wetland impacts will occur in <br />the same minor or major watershed and identify those probable locations. <br />b) Other surface waters — Describe any anticipated physical effects or alterations <br />to surface water features (lakes, streams, ponds, intermittent channels, <br />county/judicial ditches) such as draining, filling, permanent inundation, <br />dredging, diking, stream diversion, impoundment, aquatic plant removal and <br />riparian alteration. Discuss direct and indirect environmental effects from <br />physical modification of water features. Identify measures to avoid, minimize, <br />or mitigate environmental effects to surface water features, including in -water <br />Best Management Practices that are proposed to avoid or minimize <br />turbidity/sedimentation while physically altering the water features. Discuss <br />how the project will change the number or type of watercraft on any water <br />body, including current and projected watercraft usage. <br />Impacts to wetlands and surface waters include potential impacts associated with <br />filling or draining as development occurs. These impacts were contemplated in the <br />original AUAR. Estimates of wetland impact for the study area are difficult to <br />anticipate without specific site plans. However, these impacts are anticipated to be <br />typical of development and are subject to local, state, and federal wetland rules <br />through the Rice Creek Watershed District, Wetland Conservation Act, US Corps of <br />Engineers, Minnesota Department of Natural Resources, and the Minnesota Pollution <br />Control Agency. Hardwood Creek and Peltier Lake are impaired waters. Impacts will <br />need to meet the sequencing requirements or water quality regulations and wetland <br />replacement and/or treatment may be needed. Replacement could occur on -site or <br />through the purchase of wetland banking credits. No significant difference in analysis <br />from the original AUAR is needed for this Update. <br />12. Contamination/Hazardous Materials/Wastes: <br />a. Pre -project site conditions — Describe existing contamination or potential environmental <br />hazards on or in close proximity to the project site such as soil or ground water <br />contamination, abandoned dumps, closed landfills, existing or abandoned storage tanks, <br />and hazardous liquid or gas pipelines. Discuss any potential environmental effects from <br />pre -project site conditions that would be caused or exacerbated by project construction <br />and operation. Identify measures to avoid, minimize or mitigate adverse effects from <br />existing contamination or potential environmental hazards. Include development of a <br />Contingency Plan or Response Action Plan. <br />No significant changes to existing conditions in relation to existing contamination or hazards have <br />occurred based on a review of "What's In My Neighborhood." A summary of the review is <br />included in Appendix G. <br />b. Project related generation/storage of solid wastes — Describe solid wastes <br />generated/stored during construction and/or operation of the project. Indicate method of <br />disposal. Discuss potential environmental effects from solid waste handling, storage and <br />disposal. Identify measures to avoid, minimize or mitigate adverse effects from the <br />generation/storage of solid waste including source reduction and recycling. <br />1-35E Corridor AUAR Update <br />April 15, 2020 <br />Page 7 <br />
