The AUAR analyzed the stormwater impacts of the three development <br />scenarios. Based on the analysis, a Mitigation Plan was developed. <br />AUAR updates are required every five years from the original date of the approved AUAR. <br />Updates were prepared in 2010 and 2015. Each assumed no change in the proposed <br />development land use scenarios and included discussion of mitigation improvements that had <br />been completed at the time. Since the 2015 AUAR update was prepared, the City has completed <br />an updated Comprehensive Plan. This AUAR Update includes review of three scenarios. <br />The information and analysis outlined within this memo is intended to complete a portion of the <br />AUAR Update related to Item # 11.b.iii — Water Resources — Water Appropriation related to <br />revising of the three scenarios. This memo is intended to update the water analysis provided in <br />the original AUAR where applicable. <br />WATER RESOURCES — WATER APPROPRIATIONS <br />11.b.iii - Water appropriation - Describe if the project proposes to appropriate surface or <br />groundwater (including dewatering). Describe the source, quantity, duration, use and purpose of <br />the water use and if a DNR water appropriation permit is required. Describe any well <br />abandonment. If connecting to an existing municipal water supply, identify the wells to be used as <br />a water source and any effects on, or required expansion of municipal water infrastructure. <br />Discuss environmental effects from water appropriation, including an assessment of the water <br />resources available for appropriation. Identify any measures to avoid, minimize, or mitigate <br />environmental effects from the water appropriation. <br />Existing Conditions <br />Currently, the majority of the study area is served by private wells. The Minnesota Well Index <br />indicates there are approximately 90 wells within the study area which are nearly all for domestic <br />use. No information is available regarding these private wells beyond the Minnesota Well Index. <br />The municipal water supply system has a DNR water appropriation permit. The water distribution <br />system exists in the southern portion of the study area and currently extends north of Main Street <br />on either side of 1-35E.
