The AUAR analyzed the transportation impacts of the three development <br />scenarios for the years 2030 and post 2030. Based on the analysis, a Mitigation Plan was <br />developed. Mitigation included adding new roadway connections, intersection control, turn lanes, <br />and widening roads as necessary as development occurs throughout the area. <br />AUAR updates are required every five years from the original date of the approved AUAR. <br />Updates were prepared in 2010 and 2015. Each assumed no change in the proposed <br />development land use scenarios and included discussion of mitigation improvements that had <br />been completed at the time. In both cases no additional mitigation was recommended. Since the <br />2015 AUAR update was prepared, the City has completed an updated Comprehensive Plan <br />including a Transportation Plan for the 2040 forecast year. <br />TRAFFIC AND TRANSPORTATION UPDATE <br />There have been several developments in the study area that have been approved since the <br />original AUAR was completed in 2005 including: <br />• Park -and -Ride in the northwest quadrant of 1-35E and CSAH 14 <br />• McDonald's restaurant and Main Street Shoppes east of 1-35E on CSAH 14 <br />• NorthPointe residential development north of Birch Street between 1-35E and CSAH 54 <br />• Watermark residential development west of 1-35E, north of CSAH14 <br />• Clearwater Creek commercial development west of 1-35E south of CSAH 14 on 21 st <br />Avenue <br />In addition, there have been roadway improvements completed since the original AUAR <br />including: <br />• CSAH 14 Improvements west of 1-35E <br />• 1-35E at CSAH 14 Interchange Improvements <br />As previously discussed, three development scenarios were included in the original AUAR and <br />Updates. The City has since updated its Comprehensive Plan and reviewed the scenarios.
