CITY O F JINO KES May 28, 2020 RE: Outdoor Seating for Restaurants and Bars Business Owners: As you are probably aware, Governor Walz provided guidance to begin allowing outdoor dining at restaurants. The City is working swiftly to provide some ideas and guidance to help you through this process. The City Council took action this past Tuesday to provide some flexibility and provide new opportunities for businesses to open. While these are interim provisions, we are optimistic that they will be helpful to local businesses. This is a learning process for all as we slowly build back up our operations. Businesses will be allowed to create outdoor patio spaces either on sidewalks and/or parking lot stalls. Please note that the City is requesting that you submit a site plan that we can share with our team for review purposes. We have found that good communication up front is a key to making this a smooth process for you. A couple of items to keep in mind: First and foremost, restaurants must follow the guidance issued by Governor Walz. The Executive Order includes the following: • Have adopted and implemented a COVID-19 Preparedness Plan • Ensure a minimum of 6 feet of distance between tables • Limit on -premise capacity to no more than 50 persons • Limit table service to 4 persons, or 6 if part of one family unit • Require reservations in advance • Require workers to wear masks and strongly encourage masks be worn by customers • Establish regular disinfection routine and train workers • Patios in parking stalls and sidewalks should have physical barriers to protect the safety of patrons • If using parking stalls to create outdoor patio space, the following guidance must be followed Patio must not take up ADA Accessible Parking Stalls Patios must have clear exiting strategies Areas serving alcohol must follow State Liquor License standards If serving alcohol, the seating are must be contiguous to the building.
