CITY O F <br />JINO KES <br />May 28, 2020 <br />RE: Outdoor Seating for Restaurants and Bars <br />Business Owners: <br />As you are probably aware, Governor Walz provided guidance to begin allowing outdoor dining at <br />restaurants. The City is working swiftly to provide some ideas and guidance to help you through this <br />process. The City Council took action this past Tuesday to provide some flexibility and provide new <br />opportunities for businesses to open. While these are interim provisions, we are optimistic that they <br />will be helpful to local businesses. This is a learning process for all as we slowly build back up our <br />operations. <br />Businesses will be allowed to create outdoor patio spaces either on sidewalks and/or parking lot stalls. <br />Please note that the City is requesting that you submit a site plan that we can share with our team for <br />review purposes. We have found that good communication up front is a key to making this a smooth <br />process for you. <br />A couple of items to keep in mind: <br />First and foremost, restaurants must follow the guidance issued by Governor Walz. The Executive <br />Order includes the following: <br />• Have adopted and implemented a COVID-19 Preparedness Plan <br />• Ensure a minimum of 6 feet of distance between tables <br />• Limit on -premise capacity to no more than 50 persons <br />• Limit table service to 4 persons, or 6 if part of one family unit <br />• Require reservations in advance <br />• Require workers to wear masks and strongly encourage masks be worn by customers <br />• Establish regular disinfection routine and train workers <br />• Patios in parking stalls and sidewalks should have physical barriers to protect the safety of patrons <br />• If using parking stalls to create outdoor patio space, the following guidance must be followed <br />Patio must not take up ADA Accessible Parking Stalls <br />Patios must have clear exiting strategies <br />Areas serving alcohol must follow State Liquor License standards <br />If serving alcohol, the seating are must be contiguous to the building.
