Public Land Dedication <br />Park land dedication and/or fees are not required. This is an existing lot of record and not <br />being subdivided. <br />Alternative Urban Areawide Review (AUAR) <br />The site is within the 2005 I-35E Corridor AUAR environmental review boundary. The <br />AUAR was updated in May 2020. The AUAR identified this site as industrial in all 3 <br />land use scenarios. The LTC campus expansion project is consistent with industrial <br />development. No further environmental assessment is required. <br />Wetlands <br />A Wetland Delineation Report was prepared by Barr Engineering dated August 14, 2019. <br />A WCA Notice of Decision for the wetland delineation was issued by RCWD on October <br />8, 2019. Three (3) wetlands were delineated within the site totaling 7.52 acres. The <br />majority of the wetlands are located in the northeast corner of the site and the southern <br />half of the site. Five (5) other areas on site have wetland characteristics but were known <br />to have been created during the 1998 and 1999 permitting and approvals process for a <br />building expansion project. A joint application has been submitted to RCWD and <br />USACE to request approval of these areas as incidental wetlands and not regulated under <br />Mn WCA. The only wetland impacts proposed are within the incidental wetlands and <br />therefore, no mitigation is required. <br />The wetlands are within the Wetland Management Corridor and conservation easement <br />and wetland buffers are required. The applicant proposes a 25 foot buffer. This will be <br />reviewed and approved by RCWD. <br />As part of the 1999 building expansion project, a Declaration of Restrictions and <br />Covenants (DORC) was recorded over the wetlands. This is shown on the survey. <br />A separate public drainage and utility easement covering the delineated wetland, <br />conservation easement and WMC buffer shall be drafted and recorded against the <br />property. <br />Shoreland District <br />The parcel is not located within the Shoreland District. <br />Floodplain <br />There are no floodplains located on site. <br />E <br />
