ARCHITECTURE <br />_ AUVANIACit <br />Project Narrative LABORER'S TRAINING CENTER 5-11-2020 <br />Architecture Advantage and Barr Engineering Company are submitting this Site <br />Plan Review Package on behalf of the Laborer's Training Center in Lino Lakes, <br />Minnesota. The Laborer's Training Center (LTC) offers construction industry vocational <br />training at their current Lino Lakes facility. They offer a range of classes and <br />apprenticeship programs for construction laborers as well continuing education for <br />union members who need to maintain their certifications. The LTC provides hands-on <br />training in construction skills, environmental issues and construction safety procedures. <br />The LTC has been at their current location since 1993 and they have grown their <br />training program to such a degree that they have outgrown their current <br />working/training bays, classrooms and storage spaces. In order to keep pace with this <br />growth, the LTC Board of Directors has been actively planning for how they can expand <br />their facility to serve all the trainees and union members that need to obtain training <br />from this facility. Architecture Advantage has been assisting in this planning process <br />over the last 2 to 3 years. A series of meetings have been held to develop a cohesive <br />campus masterplan for the LTC that will guide their expansion needs over the next <br />twenty to thirty years. Barr Engineering has been working with Architecture Advantage <br />and the LTC over the last 1 '/2 years to update their wetland delineation plan and to <br />prepare a full set of civil and landscape plans that will facilitate the construction of a <br />new building that will house working bays for construction training, classrooms, offices <br />and an auditorium. This new facility will be built in two phases. The second phase of <br />building construction may not occur for some years, but the civil work will all be done <br />upfront so that the site will be ready for a second phase of this proposed facility when <br />the time comes. <br />This new construction project is based on the idea that we are developing a <br />campus type atmosphere to serve the needs of the LTC. Both phases of the new <br />building have been designed to complement the existing building. The design of the <br />new building is following the same forms and proportions of the existing sloped roof high <br />bays and low flat roofed classroom & office spaces. The new building will use the same <br />materials that occur on the existing building and the color pallet will match the colors <br />on the existing building as well. This will help to give the LTC a cohesive, integrated <br />campus feel to their facility. <br />This project will incorporate a site restoration designed by Barr Engineering as well <br />as a new expanded parking lot designed by Barr. The site will have a rebuilt <br />entry/service road on the east side of the property and will have new tree and shrub <br />plantings that will provide a good visual screen along the east side of the new building. <br />www.architectureadvantage.com <br />
