wsb <br />Memorandum <br />To: Katie Larsen, City Planner, City of Lino Lakes <br />From: Kelsey Gelhar, WSB & Associates <br />Diane Hankee, City Engineer, City of Lino Lakes <br />Date: June 3, 2020 <br />Re: Laborers Training Center CUP Plan Review — WSB Project No. 016201-000 <br />WSB has reviewed the Conditional Use Permit Plans for the Laborers Training Center Site located at 2350 <br />Main Street, Lino Lakes, MN, prepared by Barr Engineering. These comments are based on review of the <br />following plan sets and documents: <br />• Laborers Training Center Plan Set prepared by Barr Engineering dated May 11, 2020 <br />• Stormwater Management Plan prepared by Barr Engineering dated May 2020. <br />• Street Vacation Exhibit prepared by Sunde Land Surveying received May 11, 2020 <br />• Laborers Training Center updated access road plans received May 26, 2020 <br />Engineering <br />• Erosion Control & Grading <br />The Laborers Training Center plans include site grading for a new building pad, additional parking lot areas, <br />an access road, and proposed storm water ponds. <br />Comments: <br />1. Turn off the proposed improvements on the Existing Conditions, Removals, and Erosion Control <br />Plan — South (G-05). <br />2. Please add drainage arrows to the grading plans to indicate the direction of surface flow. <br />3. How are the 919 contours tying into the existing site grading in the southwest corner of the <br />parking lot? (C-03 - additional parking south of existing lot). <br />4. The SWPPP is being reviewed by the City of Lino Lakes Environmental Coordinator. <br />• Stormwater Management <br />The stormwater on the site flows to the south to an existing regulated wetland. <br />After the proposed improvements, the surface water will flow through two new ponds. East Pond is located on <br />the east side of the site, just south of the proposed building. East Pond will collect surface water from the access <br />road and from the area between the existing building and the proposed building. West Pond is located on the <br />west side of the site, just south of the existing paved parking area. West Pond will collect surface water from the <br />existing parking lot and the proposed additional parking area. Both ponds will discharge to an existing wetland to <br />the south. <br />During the project, approximately 2.03 acres of new impervious surfaces including the building, parking lots, <br />and access road will be constructed, 1.47 acres of existing impervious areas will be reconstructed, and a total <br />area of 6.96 acres will be disturbed. <br />Soil borings taken onsite indicate that the soils are stiff Sandy Lean Clay, classified as B/D or C/D. The water <br />surface elevation of onsite wetlands indicate that the water table may be within 6' of the existing building <br />finished floor elevation. Due to poor soils and a high groundwater table in the site, infiltration is not feasible. <br />The applicant used a HydroCAD model based on the Atlas 14, 24-hour storms to design the storm sewer <br />
