Planning & Zoning Board <br />April 8, 2020 <br />Page 4 <br />and the neighbors do not get along. Mr. Tralle preferred that each lot is allowed to have <br />its own 20ft wide access to the lake. <br />Ms. Larsen stated both lots are allowed to have their own 20ft wide access, but she said <br />she would follow up with the applicants and ask if they would like to make the change. <br />Mr. Evenson mentioned the well on site needs to be capped, but questioned if that also <br />could be used for irrigation. <br />Ms. Larsen confirmed the well could be used for irrigation. <br />Mr. Root stated any comments from the City Engineer's letter and the Environmental <br />Coordinator's letter shall be addressed, but he questioned whether there is any <br />completion requirement in place before it goes to City Council. <br />Ms. Larsen replied stating the project can proceed to council and those comments are <br />listed on the council resolution. She further clarified applicants are not required to make <br />changes and revisions per the comments received from the Planning & Zoning Board <br />before the project is addressed by the council. <br />Applicant Comments <br />James Stern, 6820 West Shadow Lake Drive, commented that he thought each lot would <br />have a 20ft wide access to the lake. He also clarified with Ms. Larsen that City Council <br />has until November 2020 to approve the final plat. Mr. Stern then thanked the city for <br />the progress with the project. <br />Staff Comments <br />Mr. Tralle asked Ms. Larsen about the attached decks and whether FEMA or federal <br />approvals are required. <br />Ms. Larsen stated the deck does not need approval from FEMA. However, the deck does <br />meet setback and floodplain requirements. <br />Mr. Evenson made a MOTION to recommend approval of the final plat for Stern <br />Addition with the addition of a 20ft access on each lot. Motion was supported by Mr. <br />Root. Motion carried 5-0. <br />C. Main Street (CSAH 14) Trail, Federal Funding Application <br />Mr. Grochala, Community Development Director, presented the staff report. <br />The Transportation and Park components of both the City's 2030 Comprehensive Plan <br />and the draft 2040 plan include a proposed extension of the Central Anoka County <br />Regional Trail along Main Street (CSAH 14).
