Planning & Zoning Board <br />April 8, 2020 <br />Page 5 <br />from our eastern border with the City of Hugo to the City of Ramsey on Anoka County's <br />western border. Over 16 miles of the planned 26 miles have been constructed county <br />wide. Portions of the trail, within Lino Lakes, have been constructed over the past 15 <br />years as part of County Highway projects. The latest segment, completed in 2013, <br />extended the trail over 35W from the Chain of Lakes Regional Park. <br />Providing access to the Regional Park and expanding multi -use trail access to the City's <br />north side continues to be a priority goal for the City. In 2016, the City partnered with <br />Anoka County to seek federal funding for the segment of trail between Lino Lakes <br />Elementary and the 35W overpass. While unsuccessful, the application was an important <br />first step in programing the future extension of the trail system. <br />Every two years, the Regional Solicitation distributes federal transportation funds to <br />locally initiated projects that meet regional transportation needs. The 2020 Solicitation <br />process is now open and accepting applications through May 15, 2020. The City is again <br />partnering with Anoka County to submit an application for consideration under the <br />Multiuse Trails and Bicycle Facilities category. Staff is still in the process of updating <br />cost estimates. The 2016 application estimated a total cost of $1,100,000. If successful, <br />federal funding would cover 80% of the project cost. The City and County would split <br />the remaining share. <br />Board Comments <br />Mr. Root asked Mr. Grochala to clarify the path location near Main Street. <br />Mr. Grochala explained ultimately, there will be a trail on both sides of Main Street. <br />However, the city is in the conceptual phase of the project right now. If funding is <br />received, the city will then move into the design phase and will be more specific. At this <br />time, only one of these trail segments on one side of the roadway will be constructed. <br />The trail is likely going to stay on the south side up to West Rondeau, where old City <br />Hall is, and will likely cross over at that point and continue on the north side to Lino <br />Lakes Elementary. <br />Mr. Tralle asked if a tunnel will be constructed similar to the south side. <br />Mr. Grochala replied stating a tunnel will not be constructed at this point. <br />Mr. Root stated consideration should be given to the trail crossing point given the speed <br />limit near that location is 50 MPH. He also questioned since Main Street has fairly wide <br />shoulders, would the trail be incorporated into the shoulder. <br />Mr. Grochala stated we are attempting to construct an off road trail. At this time, we are <br />not anticipating utilizing the shoulders. <br />Mr. Root asked if right-of-way would need to be acquired from the residents along Main <br />Street. <br />DRAFT MINUTES <br />
