The City of Lino Lakes, the City of Shoreview, Anoka County and Ramsey County have <br />been working together the with the applicant for the past 2+ years on right-of-way <br />acquisition, access points and intersection improvements. Lyngblomsten hired SEH to <br />prepare an Intersection Analysis and Alternatives report for the entire CSAH 49 <br />(Hodgson Road) and CR J (Ash Street) intersection and preliminary concept plans <br />provide for additional turn lanes to mitigate traffic. Both roads are County roads and <br />ultimately fall under their jurisdiction. <br />o There is to be one full access on Hodgson Road, located 990± ft north of the CR J <br />intersection (approx. 330 ft south of the northern edge of the study area). This <br />access is to be centered on the property line east of Hodgson at this location. No <br />other new permanent accesses are to be allowed. As development occurs, the <br />City will work toward eliminating all other accesses along Hodgson. <br />Access to Hodgson Road is proposed at two locations: a full movement access <br />approximately 1000 ft north of CR J that is consistent with the Master Plan and a right- <br />in/right-out access approximately 440 ft north of CR J. This second access will improve <br />circulation and accessibility to the site and is recommended by staff. <br />The north access has a southbound 12 ft wide right turn lane, a 12 ft wide thru lane and a <br />varying width left turn striped median that provides access to 6064 & 6074 Hodgson <br />Road (Rock Gardens). Northbound lanes include a 12 ft left turn lane, 12 ft wide thru <br />lane and the existing right turn paved shoulder. <br />The south access is Right In/Right Out only. It has a southbound 13 ft wide right turn <br />lane, a 12 ft wide thru lane and 12 ft wide left turn striped median that provides access to <br />6020 & 6034 Hodgson Road (Bob's Auto Ranch). Northbound lanes include a 12 ft wide <br />thru lane and existing right turn paved shoulder. <br />o West of Hodgson Rd., there is to be one access onto CR J, located as far west as <br />possible from the Hodgson/CR J intersection. This new access is to be <br />constructed as right in/right out only. This will be a driveway into the <br />development site, and there will be access easements on that site to provide <br />access to, from, and through property to the north, leading to the full access on <br />Hodgson. No other new accesses are to be allowed. The City will work toward <br />eliminating all other accesses along CR J. <br />As supported by Resolution No. 19-42, Lyngblomsten acquired the 0.54 acre parcel to the <br />west of their project (275 Ash Street) and has shifted Gateway Drive to the west <br />approximately 50 ft to align with St. Albans Street to the south. Gateway Drive is now <br />approximately 400 ft to the west of CSAH 49 (Hodgson Road). This provides greater <br />access spacing along CR J (Ash Street) and reduces the previous road off -set between <br />Gateway Drive and St. Albans Street. <br />7 <br />
