However, it was noted that the worst <br />movement at the CR J and Hodgson intersection, during the PM peak period, changed <br />from a LOS D to LOS E. The proposed southbound Hodgson Road right turn lane, at CR <br />J adequately mitigates for this degradation. <br />Additionally, the City of Lino Lakes, the City of Shoreview, Anoka County and Ramsey <br />County have been working together the with the applicant or the past 2+ years on right- <br />of-way acquisition, access points and intersection improvements. Lyngblomsten hired <br />SEH to prepare an Intersection Analysis and Alternatives report for the entire CSAH 49 <br />(Hodgson Road) and CR J (Ash Street) intersection and preliminary concept plans <br />provide for additional turn lanes to mitigate traffic and improve overall intersection <br />operations. Both roads are County roads and ultimately fall under their jurisdiction <br />Subdivision Ordinance <br />Conformity with the Comprehensive Plan and Zoning Code <br />The final plat is consistent with the preliminary plat, comprehensive plan and Master <br />Plan. <br />Blocks and Lots <br />Preliminary Plat <br />The preliminary plat consists of g 7 existing parcels (Lyngblomsten purchased 275 Ash <br />Street). These parcels are ' now owned by <br />Lyngblomsten.
