COUNCIL 1VIINUTES <br />APPROVED <br />127 6C) Consider Resolution No. 20-53, Providing for Temporary Requirements Related to <br />128 Outdoor Dining and Service and Consumption of On -Sale Alcoholic Beverages — Community <br />129 Development Director Grochala noted the Governor's order that will soon allow certain restaurant <br />130 service to resume but outdoors. There are restaurants in Lino Lakes that may be interested in <br />131 pursuing this outdoor dining option. Staff has reviewed the City's regular requirements and, in the <br />132 interest of providing some assistance in this area, is recommending interim recommendations that <br />133 would be in effect throughout the period of special orders from the State relating to restaurants. Mr. <br />134 Grochala reviewed the process recommended by staff. The recommendation is presented for <br />135 approval but contingent on final review by the City Attorney, <br />136 Mayor Rafferty remarked that it is something of a work in progress and Community Development <br />137 Director Grochala concurred that this is coming forward quickly and there may be some questions that <br />138 arise but staff wants to be proactive in the matter. <br />139 Councilmember Cavegn asked if staff will review preparedness plans as part of this process. Mr. <br />140 Grochala responded that is not the plan but staff would be indirectly reviewing some of the <br />141 requirements as part of the process. <br />142 Councilmember Ruhland asked, in consideration of attorney review, when is this expected to be ready. <br />l43 Mr. Grochala said staff will run with this if the council approves it now; he doesn't expect that there <br />144 would be any major changes recommended by the city attorney. <br />145 Councilmember Stoesz asked if the Metropolitan Council will waive WAC/SAC fees. Mr. Grochala <br />146 replied that there will be no charges of that type for these situations (the interior isn't being used). <br />147 Councilmember Lyden moved to approve Resolution No. 20-53 as presented. Councilmember <br />148 Ruhland seconded the motion. The council heard from Faamati Winey, Owner of Snap Fitness in Lino Lakes. M . <br />157 Wine), read a petition put together by health clubs/gyms. The petition supports the reopening of <br />158 facilities that support people's physical health. The safety protocol they are proposing to enact was <br />159 reviewed. <br />160 <br />161 Discussion of reopening City Fall to the public. Mayor Rafferty asked the council for their <br />162 suggestions on how best to reopen City Hall. He knows that staff having an understanding of the <br />163 requirements/guidelines and complying with them is important. He is requesting that the council <br />164 begin meeting at City Hall beginning with next Monday's work session. <br />165 <br />166 Administrator Karlson said the state's current recommendation is for social distancing for legislative <br />167 bodies (don't have to comply with 10 person limit) and he feels that the council chambers could be <br />168 set up appropriately. The mayor remarked that precautions are important but he's also ready to <br />169 work in the same room with other council members. <br />170 <br />171 Councilmember Ruhland expressed support to have businesses open as much as possible under <br />172 current orders. <br />4 <br />
