COUNCIL MINUTES <br />APPROVED <br />85 Councilmember Stoesz moved to approve Resolution No. 20-50 as presented. Councilmember <br />86 Ruhland seconded the motion. Motion carried: Yes, 5; Nays none. <br />87 SB) Consider Approval of Resolution No. 2048, Accepting Quotes and Awarding a <br />88 Construction Contract, 12th Avenue Trail Project — City Engineer Hankee reviewed her written <br />89 staff report. Staff is prepared to recommend a trail project for this area where a trail was requested <br />90 by the neighborhood beginning in 2018. She noted quotes received for the work and the engineer's <br />91 recommendation to contract with Bituminous Roadways. Residents may be on line wishing to <br />92 speak. <br />93 Ms. Swenson, area resident, asked about the location of the trail in connection with the roadway. <br />94 Ms. Hankee explained the distance. Ms. Swenson thanked the council very much for moving <br />95 forward with the trail; it will make a big difference in the neighborhood. Ms. Swenson asked about <br />96 the timeframe and Ms. Hankee suggested the completion date noted is October of 2020 but it may <br />97 sooner. <br />98 Councilmember Stoesz echoed Ms. Swenson's comments. He appreciates staff working diligently <br />99 on this (along with former Mayor Reinert) and he is thankful to everyone involved. <br />100 Mayor Rafferty noted that the cost has gone down and he is thankful for that. He also asked why <br />l01 this is a bit later in the construction season and Ms. Hankee explained -that it was a matter of details <br />102 such as easements and alignment settled. <br />103 Councilmember Ruhland moved to approve Resolution No. 20-48 as presented. Councilmember <br />104 Lyden seconded the motion. Motion carried: Yeas, 5; Nays none. <br />105 COMMUNITY DEVELOPMENT REPORT <br />106 6A} Consider Second Reading of Ordinance No. 02-20 Rezoning Property from R, Rural to <br />107 R-1, Single Family Residential for Nadeau Acres — City Planner Larsen noted that this is second <br />108 reading of an ordinance approving a rezoning. There have been no changes since first reading at the <br />109 last council meeting. <br />110 Mayor Rafferty asked if there is any new information since the council's last rather lengthy <br />l t1 discussion. City Engineer Hankee said things have progressed well and she can report that the <br />l 12 neighbors, the Vickers, are amenable to the current proposal; there is certain paperwork that is <br />113 underway. <br />114 Councilmember Stoesz moved to waive the full reading of Ordinance No. 02-20 as presented. <br />1 15 Councilmember Ruhland seconded the motion. Motion adopted: Yeas, 4; Nays, 1; as <br />118 follows: Yeas, Stoesz, Ruhland, Cavegn, Rafferty; Nays, Lyden. <br />i 19 6B) Consider Resolution No. 20-51 Approving Site Improvement Performance Agreement <br />120 for 617 Apollo Drive (Muddy Caw} -City Planner Larsen. reported that the council. has <br />121 previously approved a site plan amendment for this retail building that would allow for addition of <br />122 a restaurant. The process has moved forward and a site improvement agreement is needed to <br />123 ensure that certain on site improvements occur. <br />124 Council Member Ruhland moved to approve Resolution No. 20-51 as presented.
