Equipment and items have been stored outside on site dating as far back as 2005 as <br />seen on aerial maps. <br />Staff proposes amending the conditional use permits to allow for outdoor storage of only <br />items related to outside services, sales and equipment rental accessory to the principal <br />use. These storage areas are shown on the revised Site Plan prepared by All Seasons <br />Rental dated June 25, 2020. <br />Staff recommends using the conditional use permit criteria of the City's LI, Light <br />Industrial Zoning District (Section 1007.120(9)(e) as a baseline for the proposed open <br />and outdoor storage. <br />(e) Open and outdoor storage (not outdoor sales lots) as an accessory use <br />provided that: <br />1. The designated storage area shall comply with all building setback <br />requirements for the district. Outside storage is prohibited between the principal <br />structure and any public right-of-way. <br />The proposed open and outdoor storage area meets the 40 ft building setback along <br />CSAH 23 (Lake Drive), 30 ft building setback along Kelly Street, the 35 ft building <br />setback along the east lot line and the 10 ft building setback from the north lot line. <br />The Equipment Display Area on the west side of the principal building may be used for <br />outside services, sales and equipment rental. <br />2. The storage area is landscaped and screened from view of adjacent uses <br />and public rights -of -way via a fence and greenbelt planting strip, in accordance with <br />§ 1007.043 (17)(f) of this Ordinance. <br />The open and outdoor storage area is screened along the north lot line with a 6ft chain <br />link fence with slats, along the east lot line with a 7ft cedar privacy fence and <br />landscaping and along Kelly Street with the new building and landscaping. <br />Per Resolution No. 17-81, the security chain link fence with slats along the north lot line <br />shall be replaced with privacy screen fence within 5 years of final plat approval (January <br />2023). <br />The open and outdoor storage area is not screened along CSAH 23 (Lake Drive). A 4 ft <br />chain link fence exists. Staff requests the Planning & Zoning Board input regarding the <br />need for screening. Chain link fences with slats are prohibited for screening. <br />3.
