Planning & Zoning Board <br />June 10, 2020 <br />Page 2 <br />APPROVED MINUTES <br />Ms. Peacock made a MOTION to close Open Mike at 6:37 p.m. Motion was supported <br />by Mr. Evenson. Motion carried 7-0. <br /> <br />VI. ACTION ITEMS <br /> <br />A. PUBLIC HEARING: Conditional Use Permit for Laborer’s Training Center <br />Campus Expansion <br /> <br />Ms. Larsen, City Planner, presented the staff report. <br /> <br />Laborer’s Training Center (LTC) is located at 2350 Main Street. The applicant is <br />proposing to construct a 37,284 sf training facility to the east of the existing facility. <br />A land use application was submitted for a conditional use permit of two or more <br />buildings on the same lot and for site plan review. <br /> <br />Staff recommends approval of the conditional use permit and site plan review for <br />Laborer’s Training Center. <br /> <br />Board Comments <br /> <br /> Mr. Laden asked how the parking requirement figure is determined. <br /> <br />Ms. Larsen explained the figure comes from our zoning ordinance and parking <br />requirements. She further clarified a campus type setting was used to determine the <br />parking calculations since the project functions more as an educational building rather <br />than two industrial buildings. <br /> <br />Mr. Laden commented that City staff should review the parking standards for the zoning <br />ordinance. <br /> <br />Ms. Peacock questioned if traffic will be coming in from Main Street or from Victor <br />Path. <br /> <br />Ms. Larsen clarified traffic will be coming in from Main Street. Victor Path is a private <br />driveway which will be used strictly for emergency access and deliveries. <br /> <br />Ms. Peacock inquired if the trees planted on the perimeter will be required to be a certain <br />height. <br /> <br />Ms. Larsen stated the trees will need to be at least 6ft in height. <br /> <br />Mr. Root questioned if a gate is needed on Victor Path since it will be a private driveway <br />for emergency access and deliveries and if signage could be utilized instead of a gate. <br /> <br />Ms. Larsen explained there is a gate on Victor Path currently and the City would like <br />signage to be added as well.
