Planning & Zoning Board <br />June 10, 2020 <br />Page 4 <br />APPROVED MINUTES <br />Ms. Larsen clarified Outlot C would be review by the Planning and Zoning Board, <br />however, the restaurant on Lot 2 would reviewed by City staff. <br /> <br />Mr. Evenson stated he would prefer the Planning and Zoning Board review Lot 2 since it <br />will be a focal point of the City. <br /> <br />Ms. Larsen remarked City staff can add within the PUD component that any significant <br />site plan review needs to be reviewed by the Planning and Zoning Board. <br /> <br />Mr. Root agreed with Mr. Laden’s comment about increasing the height of the parapet. <br />He also agreed with Mr. Evenson’s statement regarding adding more color pallets to the <br />exterior of the townhomes. Mr. Root said the original plan and its architecture had more <br />interest and differentiation between different sections of the building. He specified the <br />original design also had more windows and less balconies than the new design and <br />overall, he preferred the original design. In regards to the building signage, Mr. Root <br />stated the monument sign would be sufficient and he preferred Lyngblomsten not add the <br />signage to the sides of the building because it detracts from the overall design. <br /> <br />Mr. Reinert asked if the townhomes have access to the main building and its facilities. <br /> <br />Ms. Larsen explained the townhome residents and the public in general have access to the <br />main buildings’ facilities. <br /> <br />Mr. Reinert inquired how much of the $375,000 for park dedication would be left over <br />after the trail construction is complete. <br /> <br />Ms. Hankee, City Engineer, clarified if the trail is extended to Woodridge Lane the trail <br />construction would be approximately $50,000. <br /> <br />Mr. Reinert questioned where the remaining $325,000 would be applied. <br /> <br />Ms. Larsen commented Rick DeGardner, Public Services Director, had been working on <br />a plan to apply the funds toward Woods of Baldwin Lake Park. <br /> <br />Mr. Reinert wondered due to COVID-19, will the structure of and activities in senior <br />housing facilities need to change going forward. Furthermore, he asked if Lyngblomsten <br />was still optimistic about the project. <br /> <br />Judd Fenlon, from Grand Real Estate Advisors representing Lyngblomsten, explained <br />they are optimistic the markets will rebound and demand will continue for the foreseeable <br />future with the aging of our population. In the meantime, Lyngblomsten would like to <br />continue working with City staff so that when the market reemerges they will be ready to <br />break ground. <br /> <br />Mr. Reinert asked if a gateway sign would be included in the buildout of the corner. <br />
