Planning & Zoning Board <br />July 8, 2020 <br />Page 4 <br />APPROVED MINUTES <br />Chair Tralle declared the Public Hearing open at 7:06 p.m. <br /> <br />There were no public comments. <br /> <br />Mr. Laden made a MOTION to close the Public Hearing at 7:07 p.m. Motion was <br />supported by Mr. Evenson. Motion carried 6 - 0. Chair Tralle abstained. <br /> <br />Board Discussion <br /> <br />Mr. Laden asked Ms. Larsen if she needed clarification on the board’s landscaping <br />requirement and if she had an idea of how to word the requirement into a condition. <br /> <br />Ms. Larsen stated the screening requirement will be a triangulated coniferous row <br />along the north section of Lake Dr. <br /> <br />Mr. Laden asked if there would be a height requirement for the coniferous trees. <br /> <br />Ms. Larsen explained the ordinance requirement for a screen is 6 ft. and at a <br />minimum, the plantings have to be at a height of 6 ft. within 5 years of growth. <br /> <br />Mr. Laden made a MOTION to recommend approval of the Conditional Use Permit <br />Amendment for All Seasons Rental with the condition outdoor storage be screened <br />by landscaping. Motion was supported by Mr. Evenson. Motion carried 6 - 0. <br />Chair Tralle abstained. <br /> <br />B. Nadeau Acres Final Plat <br /> <br />Ms. Larsen, City Planner, presented the staff report. <br /> <br />The applicant, BL Holdings, LLC, submitted a final plat land use application for <br />Nadeau Acres. The R-1, Single Family residential development has a total of 68 <br />lots. The final plat for the first phase contains 35 lots. <br />Staff recommends approval of the Final Plat of Nadeau Acres subject to conditions <br />listed in the staff report. <br /> <br />Board Comments <br /> <br />Mr. Root asked if the storm water runoff is higher than expected, what would the <br />recourse be for the neighboring properties. <br /> <br />Diane Hankee, City Engineer, stated the storm water management design is a <br />standard design. The storm water runoff has met the requirements for the standard <br />agencies and pollution control agencies. Ms. Hankee expressed confidence in the <br />design stating this type of storm water management system is found throughout the <br />City in similar soils and it functions properly. <br />
