Planning & Zoning Board <br />July 8, 2020 <br />Page 5 <br />APPROVED MINUTES <br />Mr. Root inquired of the storm water management capacity considering nature is <br />unpredictable and it can be difficult to plan for every weather scenario. <br /> <br />Ms. Hankee explained in the event we receive a significant storm, the pond is <br />equipped with an emergency overflow system. <br /> <br />Chair Tralle wondered if a major catastrophe were to occur, can the Vickers be <br />assured that the City would repair the pond. <br /> <br />Ms. Hankee reminded the board the City has a drainage and utility easement on the <br />Vickers’ property and the City owns the storm water pond; therefore, the City is <br />responsible for maintaining it. If a catastrophe were to occur, ideally it would be <br />contained within the easement and the City would fix any downstream erosion <br />issues. In order to protect all City and private property owners, baseline data was <br />gathered for existing ditches as well. She also noted data was gathered for the <br />Nelson property. <br /> <br />Mr. Root made a MOTION to recommend approval of the Final Plat of Nadeau <br />Acres subject to conditions listed in the staff report. Motion was supported by Mr. <br />Evenson. Motion carried 6 - 0. Chair Tralle abstained. <br /> <br />C. Poehling Addition Final Plat <br /> <br />Ms. Larsen, City Planner, presented the staff report. <br /> <br />The applicants, Jerome and Mona Poehling, submitted a land use application for the <br />final plat of Poehling Addition. The applicant proposes to subdivide the existing <br />parcel into 2 single family lots for the purpose of constructing one (1) new single <br />family home. The lot is located at 6790 West Shadow Lake Drive and is 0.78 gross <br />acres (34,023 sf) as measured above the OHWL. <br /> <br />Staff recommends approval of the Final Plat for Poehling Addition. <br /> <br />Board Comments <br /> <br />Mr. Reinert commented on the shoreline buffer requirements of the new lot being <br />imposed on the existing lot. He asked if the shoreline buffer requirements are going <br />to cause a lot of construction for the homeowner. <br /> <br />Ms. Larsen stated a planting of native grasses will be required for the shoreline <br />buffer. She also mentioned an equal amount of excavation will occur on the existing <br />and new lot for the mitigation area. <br /> <br />Mr. Reinert asked the Poehlings if they had any issues with the shoreline buffer <br />requirements. <br />
