Motion <br />carried on a voice vote <br />79 615) Consider Resolution No. 20-76 Approving Conditional Use Permit Amendment #I- <br />80 Outdoor Storage of Rental Equipment for All Seasons Rental (7932 Lake Drive) — City Planner <br />81 Larsen reviewed a PowerPoint presentation including information on the following: <br />82 <br />- CUP Amendment is <br />proposed <br />(original <br />CiJPs approved in 2017 in relation to their new <br />83 <br />building); <br />84 - Aerial view of area pre and post new construction; <br />85 - A certain vnount of outdoor storage is allowed under code but there has been an amount in <br />86 excess of allowance: <br />87 - The owner is now proposing additional outdoor storage area (required amendment to CUP); <br />88 - Staff and the Planning and 'Coning Bova is proposing limitation and screening outlined in <br />89 staff report. <br />90 <br />Mayor Rafferty <br />asked about <br />the additional landscape requirment. Ms. Larsen said there will be two <br />91 <br />rows of coniferus <br />trees with <br />a size (age) requirement. <br />92 Scott Carlson, owner of All Seasons Rental (the applicant), noted that he has worked with staff and <br />93 the Planning and Zoning Board and is satisifed with the recommendation and prepared to comply. <br />94 He does wonder about the timetable; he'd prefer to plant trees on a schedule that will be best for <br />95 their growth and survival. Mayor Rafferty asked staff to work with Mr. Carlson to ensure a proper <br />96 timeframe; he commended Mr. Carlson for operating a good business in the community. <br />97 Councilmember Cavegn noted that he lives in the area of the business and he concurs that the <br />98 business is good neighbor. <br />99 City Planner Larsen recommended that a completion date for the landscaping and annual inspection <br />100 requirement could be added to the resolution. <br />101 Councilmember Cavegn moved to approve Resolution No. 20-76 as amended to include a <br />102 landscaping completion date and annual inspection requirement . Councilmember Stoesz seconded <br />103 the motion. Motion carried on a voice vote <br />104 60 Street Easement Vacation: i. Consider 2nd Reading of Ordinance No. 04-20, Vacating <br />] 05 a Portion of Elmcrest Avenue Right -of -Way —City )✓ngineer Hankee reviewed her written report <br />106 outlining staff s request for 2nd reading and adoption of an ordinance vacating a portion of right of <br />l07 way. The vacation relates to the Laborer's Training Center expansion project. The council <br />]08 approved the 1" reading of the ordinance at the last regular meeting. <br />109 Councilmember Stoesz moved to waive the full reading of Ordinance No. 04-20. Councilmember <br />ll0 Lyden seconded the motion. Motion carried on a voice vote <br />111 Councilmember Stoesz moved to approve the 2nd Reading and Adoption of Ordinance No. 04-20 as <br />12 presented. Councilmember Lyden seconded the motion.
